Book excerpt: This joint venture between ICOMOS, the advisory body to UNESCO on cultural sites, and the International Astronomical Union is the second volume in an ongoing exploration of themes and issues relating to astronomical heritage in particular and to science and technology heritage in general. It examines a number of key questions relating to astronomical heritage sites and their potential recognition as World Heritage, attempting to identify what might constitute "outstanding universal value" in relation to astronomy. "Heritage Sites of Astronomy and Archaeoastronomy--Volume 2" represents the culmination of several years' work to address some of the most challenging issues raised in the first ICOMOS-IAU Thematic Study, published in 2010. These include the recognition and preservation of the value of dark skies at both cultural and natural sites and landscapes; balancing archaeoastronomical considerations in the context of broader archaeological and cultural values; the potential for serial nominations; and management issues such as preserving the integrity of astronomical sightlines through the landscape.Its case studies are developed in greater depth than those in volume 1, and generally structured as segments of draft nomination dossiers. They include seven-stone antas (prehistoric dolmens) in Portugal and Spain, the thirteen towers of Chankillo in Peru, the astronomical timing of irrigation in Oman, Pic du Midi de Bigorre Observatory in France, Baikonur Cosmodrome in Kazakhstan, and Aoraki-Mackenzie International Dark Sky Reserve in New Zealand. A case study on Stonehenge, already a World Heritage Site, focuses on preserving the integrity of the solstitial sightlines.As for the first ICOMOS-IAU Thematic Study, a international team of authors including historians, astronomers and heritage professionals is led by Professor Clive Ruggles for the IAU and Professor Michel Cotte for ICOMOS.

He enjoyed a meteoric rise from Toulouse and Bordeaux to Paris and, despite his non-conformist tendencies, he escaped the guillotine. In fact, the revolutionaries acknowledged his position and during the Terror of 1794, they made him the director of the first school for the deaf. Later, he became a member of the first Ecole Normale, the National Institute, and the Académie Française. He is recognized today as having developed Enlightenment theories of pantomime, "signing,' and a form of "universal language" that later spread to Russia, Spain, and America. This is the first book-length biography of Sicard published in any language since 1873, despite Sicard’s international renown. This thoughtful, engaging work explores French and American sign language and deaf studies set against the backdrop of the French Revolution and Napoleon.

Researchers working on problems of adaptations in the Holocene, from those of simple hunter-gatherers to those of complex sociopolitical entities like the state, have found this approach suitable for comprehension of both ecological and social aspects of human behavior. This research focus has, however, until recently left virtually un touched a major spatial and temporaI segment of prehistory-the Old World during the Pleistocene. This volume presents our current state of knowledge about a variety of regional adaptations that charaeterized prehistoric groups in the Old World before 10,000 B. P. The European Union adopted a Water Framework Directive to improve the sustainability of water management in its member states. River basin visions should take into account the impact of all human activities on the status of the resource. Water legislation needs streamlining and more focus on its implementation. The European Union advocates regulating water prices by charging the costs of water services on the basis of full cost recovery and the polluter pays principle. This book examines the development of water management in the Netherlands, Belgium, France, Spain, Italy and Switzerland. It is based on the European research project EUWARENESS. The authors apply a theoretical framework for the analysis of institutional regimes, water governance and property rights. The evolution of national water resource regimes is described over a period of almost 200 years (1800-2000). The long-term perspective enables the reader to see the conditions under which regime transformation and paradigm change are made possible. The book also includes a critical analysis of policy making by the European Union, and a comparative review and analysis of regime development in the six countries involved. This book is followed by another volume published with Kluwer Academic Publishers on "Integrated Governance and Water Basin Management", edited by Hans Bressers and Stefan Kuks.

Book excerpt: This book provides a comprehensive understanding of environmental regionalism at the international level, analyzing the concept and identifying recurring patterns from six in-depth case studies. While ecoregions or environmental regions are defined on ecological boundaries rather than administrative criteria, ecoregionalism is the idea that regional dynamics should cluster around ecoregions, while ecoregionalization is the tendency of regional dynamics to cluster around ecoregions. Focusing on the international level, this book presents six cases of ecoregional processes from around the world and the regional environmental agreements: two are terrestrial, the Alps and the Andes; two are marine, the Mediterranean Sea and the Baltic Sea; two are related to freshwater ecosystems: the Amu Darya in Central Asia and the Great Lakes in North America. The book analyzes both ecoregional processes focused on the environment, as well as intersectoral ecoregional processes. The case studies are analyzed based on the ecoregional governance framework, developed by the author for this book. Despite the diversity of context, the similarity of the governance system of the six cases is striking. Several recurring patterns have been identified, which may also extend to the subnational level. They are not design principles, but may be taken into consideration for the design or redesign of current and future regional environmental agreements and processes. This book will be of great interest to students and scholars of environmental politics, natural resource management, spatial planning and international relations.

It is time to recognize the man behind this landmark in international law. At the beginning were a few words: "New conceptions require new terms. By ‘genocide’ we mean the destruction of a nation or of an ethnic group". Rarely in history have paradigmatic changes in scholarship been brought about with such few words. Putting the quintessential crime of modernity in only one sentence, Raphael Lemkin (1900-1959), the Polish Jewish specialist in international law, not only summarized the horrors of the National Socialist Crimes, which were still underway, when he coined the term "genocide" in 1944, but also influenced international law. As the founding figure of the UN Genocide Convention Lemkin is finally getting the respect he deserves. Less known is his contribution to historical scholarship on genocide. Until his death, Lemkin was working on a broad study on genocides in the history of humankind. Unfortunately, he did not manage to publish it. The contributions in this book offer for the first time a critical assessment not only of his influence on international law but also on historical analysis of mass murders, showing the close connection between both. This book was published as a special issue of the Journal of Genocide Research.
