Book excerpt: What constitutes a good life? For most people, well-being involves more than a high income or material prosperity alone. Many non-material aspects, such as health, family life, living environment, job quality and the meaningful use of time are at least as important. Together, these factors also influence the degree to which people are satisfied with their lives, and help to determine how happy they feel. This book argues that happiness and life satisfaction do not form a good basis for measuring well-being, and proposes an alternative method that not only considers the various aspects of well-being, but also the fact that people have their own views on what is important in life. Not limited just to theory, the book also presents a large-scale, representative survey involving more than 3000 adults from over 2000 Belgian families, which charted the various aspects of the individual well-being of Belgians. Focusing on the unequal distribution of these various aspects of well-being within families, the survey showed that some Belgians are more likely to suffer from cumulative deprivation in multiple dimensions. Based on this innovative study, the book describes which people in society are worst off – and these are not necessarily only people on low incomes or those who feel unhappy – and proposes that policymakers prioritise these individuals.

The elected Government went into exile in London but King Leopold III controversially remained with his people as a prisoner. As described in this authoritative book, Belgians continued the fight both outside and inside their country. There were eventually two complete Belgian RAF squadrons. The Colonial Army defeated the Italians in East Africa and the Belgian Brigade fought from Normandy to Germany. The Belgian Resistance organized escape routes, sabotaged their occupiers activities and spied for the Allies. 17,000 died or were executed and a further 27,000 survived detention. Meanwhile others collaborated and fought for the Nazis and large numbers were tried post-war for war crimes and treason. About half the Jews in Belgium in 1940 died in the Holocaust and there are many stirring stories of courage, as well as tragic ones. This is an overdue and honest account of one nation's varied experiences during five years of Nazi occupation and oppression.

Belgium's politics were best known through the writings of Arend Lijphart, who considered it a model case of consociationalism. Over the past ten to fifteen years, the analysis of consociationalism has been complemented by a more detailed coverage of Belgium's spectacular transformation process from a unitary into a federal state, moving rapidly now to disintegration. Likewise, several peculiar aspects of Belgian politics, such as the record fragmentation of its party system, have been covered in edited volumes or international journals. However, given the complexity of the Belgian configuration of political institutions and actors, any inclusion of particular aspects of the Belgian case in comparative work calls for an in depth and integrated understanding of the broader political system. This is the first book which provides such an analysis. It brings together a team of 19 political scientists and sociologists who aim to explain the dynamics and incentives of institutional change and seek to analyze the intricate interplay between the main institutional components of the Belgian body politic.
