The country’s goal to become an upper-middle-income country by 2021 will require even stronger annual growth of 7.5%–8%. This study finds that the most critical constraints to growth are (i) insufficient reliable energy supply, (ii) policies that indirectly stunt development of economic activities unrelated to ready-made garment exports, and (iii) insufficient security about property and land rights due in part to inadequate registry systems. If policies are designed to urgently tackle these constraints, Bangladesh will be free to harness its potential for inclusive and sustainable growth.

Two major events helped generate this attention. First, in 1990 the Intergovernmental Panel on Climate Change (IPCC) published its findings on the science, impacts and policy implications of climate change. The findings of the IPCC, prepared and reviewed extensively by the world's leading experts in the field, confirmed that the increasing atmospheric concentrations of "greenhouse" gases, such as carbon dioxide, methane, nitrous oxide and the chlorofluorocarbons, could cause the world to warm and sea level to rise. Second, in 1992 the United Nations Conference on Environment and Development (UNCED) inRio de Janeiro focussed the attention of the world's national governments, as well as organisations and individuals outside the governments, on the threat of global climate change. The Framework Convention on Climate Change (FCCC), signed by nations at UNCED, reflects both the concern about the effects of climate change and the urgent need for action to prevent or reduce its potential impacts, particularly with respect to the vulnerable developing countries of the world. Bangladesh ratified the FCCC on 15 April 1994. The countries that have signed and ratified the FCCC are obligated to report to the Conference of the Parties (CoP) to the Convention on a number of inter related issues.

While Bangladesh is not unique among developing countries in being at the receiving end regarding the causes and consequences of climate change, both in the literal and allegorical sense of the term, the fact remains that it has made the prospects for sustainable socio-economic development in the country much more complex and formidable than before. Both for her own sake and the sake of the global community at large, therefore, Bangladesh has to initiate actions at various levels to face the challenge from now on. The present study is a part of that process. In 1996, the Governments of USA and Bangladesh together decided to initiate a comprehensive study on climate change in Bangladesh. A unique consortium of public and non-governmental research organisations with support from the relevant administrative arms of the Government carried out the study over 1996 and 1997. The report has been accepted by the Government and several of its recommendations are in the process of implementation. While the direction of climate change is broadly certain, its details leave much scope for speculation and interpretation.

Environmental degradation has become a crucial issue in the contemporary world. The effects of climate change are likely to trigger mass human movement both within and across international borders. The United Nations High Commissioner for Refugees (“UNHCR”) predicts that between 50 and 200 million people may be displaced by 2050. Thus, the human impact on the environment is creating a new kind of global casualty for the twenty-first century—an emergent class of environmental migrants. Environmental crisis in the rural areas of developing countries is increasingly becoming an important cause of cross-border migration of population and South Asia is no exception to this phenomenon. Such movement of population in the Indo-Bangladesh context is generating a range of destabilising socio-political, economic, ethnic and communal tensions in India. It has embittered Indo-Bangladesh relations, causing tensions between the two countries. .
