It highlights how global trends, especially the adoption of digital technologies, may change the nature of work in Sub-Saharan Africa by creating new opportunities and challenges. It argues that, contrary to global fears of worker displacement by new technologies, African countries can develop an inclusive future of work, with opportunities for lower-skilled workers. Harnessing these opportunities is, however, contingent on implementing policies and making productive investments in four main areas. These are enabling inclusive digital technologies; building human capital for a young, rapidly growing, and largely low-skilled labor force; increasing the productivity of informal workers and enterprises; and extending social protection coverage to mitigate the risks associated with disruptions to labor markets. This companion report to the World Bank’s World Development Report 2019 concludes with important policy questions that should guide future research, whose findings could lead to more inclusive growth for African nations.

The report is structured around three main issues that will shape the future of work in Africa, namely the human capital needs of a young and rapidly growing largely low-skilled labor force, the prevalence of informal workers and enterprises and the social protection policies to mitigate risks resulting from disruptions to labor markets. The report highlights important unanswered policy questions where new research, supplemented by new data, could yield learnings with high policy payoffs in the SSA context.

Book excerpt: We exploit a survey data set that contains information on how 11,000 workers across advanced and emerging market economies perceive the main forces shaping the future of work. In general, workers feel more positive than negative about automation, especially in emerging markets. We find that negative perceptions about automation are prevalent among workers who are older, poorer, more exposed to job volatility, and from countries with higher levels of robot penetration. Perceptions over automation are positively viewed by workers with higher levels of job satisfaction, higher educational attainment, and from countries with stronger labor protection. Workers with positive perceptions of automation also tend to respond that re-education and retraining will be needed to adapt to rapidly evolving skill demands. These workers expect governments to have a role in shaping the future of work through protection of labor and new forms of social benefits. The demand for protection and benefits is more significant among women and workers that have suffered job volatility.

Also, public policy through formidable public and social institutions can adapt to automation in order to encourage innovation. Moreover, there can be stringencies in making regulatory policies to discourage emerging innovations, this paper gives a road map for “permissionless innovation” to be at the heart of policymaking, to ensure these technologies serve the right purpose and can spur economic growth in Sub-Saharan Africa.
