Sub-Saharan Africa's rural population is growing rapidly, and more young people are entering the labour market every year. This raises serious policy questions. Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.

Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.

Book excerpt: In the early 1980s, against the background of chronic unemployment in Britain, the particular plight of young people had come to be identified as a subject for special concern. Anxieties were expressed, as they were in the 1930s, as a twin concern for a waste of the nation’s resources and for the demoralization of youth, leading potentially to anti-social behaviour. Originally published in 1982, this volume of essays identifies a number of key issues in the pattern of state response to youth unemployment which had evolved in the inter-war and post-war periods. The contributors discuss a number of related themes, such as how the problem has been defined and created as a kind of ‘moral panic’, and how contemporary measures recapitulate the rhetoric and policies of pre-war interventions. They examine the relationship between youth unemployment measures and the education sector, the responses of the trade unions, and also consider how young people themselves respond to special programmes. A critical assessment is made of the further education elements in the special measures: in particular, the question is asked: do these young people need ‘social and life skills’ training? The book charts the changing nature of the state response to youth unemployment since 1974, and stresses throughout the inappropriate nature of ‘temporary’ amelioration of a long-term, even permanent, problem.
