Book excerpt: This journal article, based on the futures study with the same title, looks at the impact of community policing on small and medium size police departments in California by the year 2003 that is assessed in terms of police service consolidation, police effectiveness, police officer empowerment, the decentralization of police agency authority and structure, and customer orientation. The key issue is whether police service consolidation and the philosophy of community policing are compatible. Several sub-issues are also addressed: effect of police service consolidation on citizen expectations of community policing; services and/or tasks that are chosen for consolidation; and consolidation opportunities created by community policing. Trends and events relevant to the key issue and sub-issues are examined, and strategic and transition management plans are devised to facilitate police service consolidation in the context of community policing. The author concludes that whether the impact of police service consolidation on community policing is positive or negative depends primarily on preplanning and services chosen for consolidation. The consolidation of some support services, such as records, dispatch, evidence processing and storage, and investigations, can be accomplished without adversely impacting community policing. Community input and adequate consideration of financial issues are essential to effective police service consolidation.

Book excerpt: This analysis of social equity and the solicitation and granting of federal funds will examine how police agencies have changed in lieu of the receipt of these funds authorized by the 1994 Federal Crime Bill. In the first part of this study, an analysis of the recent history of federal funding aimed at improving law enforcement capabilities will be examined. Next, the community oriented policing (COP) movement will be analyzed by detailing the types of programs subsidized by the 1994 Crime Bill funding, their original intent, and how they were to be operationalized will be discussed. A theoretical framework will be presented that will use empirical assessments of the number of community (or proactive) programs in place in each agency, degrees of organizational change noted in a three-year review of each department's structure as reported in the LEMAS survey of police departments, the levels of economic inequality present in the jurisdictions that received COP funding, and the ethnic composition of these jurisdictions.

Book excerpt: This dissertation is an examination of how police officers' perceptions of the complexity in merging Organizational Change Components (OCCs) related to the consolidation of the Louisville Division of Police (LDP) and Jefferson County Police Department (JCPD) in 2003 impact support for police consolidation. This study focused on five primary OCCs: 1) culture(s), 2) policies and procedures, 3) communications, 4) collective bargaining contracts, and 5) re-defining patrol division boundaries. The population consisted of officers who were currently employed by the Louisville Metro Police Department (LMPD) and were affiliated with either the former LDP or the JCPD in 2003 when these departments were merged to form LMPD. The entire population of 669 police officers was invited to participate in this study and complete a survey. The survey resulted in 390 respondents, a 58.2% response rate. Police officers hired post-consolidation were not included in the population for this study. The dissertation was divided into six chapters comprising monocentrism and polycentrism, history of the LMPD consolidation, diffusion of innovation theory, and complexity theory. Chapter I provides an overview of the study. Chapter II explores monocentric and polycentric forms of government and police departments. It also focuses on diffusion of innovation theory in consolidation efforts and how complexity plays a significant part of innovation. Chapter III gives an overview of the merger of the LDP and JCPD. This chapter further explores the nature of the OCCs used in merging the two police agencies. Chapter IV, V, and VI cover the methods utilized, findings, and discussion of the findings respectively. A stepwise regression analysis was conducted utilizing current support for consolidation as the dependent variable. Six models were tested. The findings indicate that officers' perception of the complexity of merging OCCs was a significant predictor of current support for consolidation. Additionally. officers' prior support for consolidation and officers' satisfaction with the results of the merged OCCs were also significant predictors of current support for merger. In comparison, prior support was the strongest predictor of current support followed by satisfaction.

Book excerpt: This journal article, based a futures study with the same title, addresses the issue of the impact problem oriented policing will have on mid-sized police departments in California by the year 2002. Sub-issues discussed in the analysis include the types of training and education officers will need to provide the required services; requirements related to external interactions or liaisons with other agencies; and the nature of citizen feedback, participation, and expectations by the year 2002. Five trends were identified as being important to forecasting the issue and sub-issues: budgetary constraints, effectiveness of traditional policing, need for change in the criminal justice system, changing methods of evaluating police effectiveness, and law enforcement understanding of cultural differences. In addition, five events, thought likely to occur, were factored into the analysis: economic catastrophe, community demands for a civilian review board to monitor the police, appointment of a blue ribbon committee to evaluate police effectiveness, dismissal of the police chief under pressure for insensitivity to community needs, and mandatory problem-oriented policing training. Based on this analysis, strategic management and transitional management plans were outlined.

The consultation highlights the concern of the Community Relations Service, an arm of the Department of Justice, with the issue of alleged police use of excessive force. The consultation objectives were to identify key issues and problems related to police-minority community relations, to explore alternatives and solutions to the problem, and to develop a working trilateral (black, Hispanic, police) relationship geared toward crisis response and problem-solving. The opening remarks addressed the need for an approach to developing a better understanding between minorities and law enforcement agencies. Four case studies in Colorado, California, Washington, and Texas, were presented to illustrate successful community-police efforts to increase safety and reduce the use of police force. A small-group session considered eight questions regarding issues in race relations, police use of force, and options to reduce the use of force. Panel discussions considered options for both the police and for community groups on reducing tension and conflict which could lead to the use of excessive force. Other panel discussions considered special problems in municipal liabilities which arise from the increasing number of civil suits based on alleged police brutality, special problems of nonurban police departments, and the obstacles and opportunities to progress in the area of police use of excessive force. An audio-visual presentation provided a training demonstration of police officers under stress.

The study panel identified 10 trends that are likely to increase over the next decade: (1) immigration, (2) crime rates, (3) demand for police service, (4) institutional reliance, (5) revenues to local government, (6) violent crime, (7) community involvement, (8) public-private partnerships, (9) cultural segregation, and (10) available technologies. In addition, several highly probable events were incorporated into the analysis. These included a major military conflict, large-scale suburban riot, ban on gun sales, ban on immigration, large-scale local tax increase, military police force, legislated regionalization of police services, service user fees, mandated privatization of law enforcement, and a resident officer program. The normative scenario developed through the analysis recommends the creation of a community-based mechanism for determining service priorities and directing police functions. This paper presents strategic and transition management plans designed to implement that scenario.

Book excerpt: This dissertation will examine how police agencies have changed in lieu of the receipt of federal funds authorized by the 1994 Federal Crime Bill championed by the Clinton administration. In the first part of the dissertation an analysis of the recent history of federal funding aimed at improving law enforcement capabilities will be examined. Being the first major federal subsidy of law enforcement in recent history, the Law Enforcement Assistance Administration funding program will be examined in some detail. Next, the community oriented policing (COP) movement will be analyzed by detailing the types of programs subsidized by the 1994 Crime Bill funding, their original intent, and how they were to be operationalized will be discussed. In the second section, a theoretical framework will be presented that will use empirical assessments of the number of community (or proactive) programs in place in each agency, degrees of organizational change noted in a three-year review of each department's structure as reported in the periodic Law Enforcement Management and Administrative Statistics (LEMAS) survey of police departments, the levels of economic inequality present in the jurisdictions that received COP funding, and the ethnic composition of these jurisdictions. The results reveal that many agencies that have adopted a community policing philosophy and implemented COP strategies are jurisdictions where those where income inequality is not great and racial and ethnic diversity is minimal, a result that falls far from the expressed intent of COP -- namely, to improve upon the quality of life in municipalities that were experiencing high rates of crime and a decline of community cohesion over the past 20 years -- factors which too often combined to cause distancing between police agencies and the communities they service. As other scholars have found, the finding in this study suggest that change in law enforcement operations toward community poling goals is strongly related to levels of federal subsidy available, key community demographics such as the character of the distribution of income and ethnic composition, and the raw number of program agencies characterize as being "community oriented" in philosophy. The findings reported here also suggest that continued change in policing toward community policing goals very likely will be more effectively facilitated by subsidies for more officers than by the advocacy of additional proactive policing programs.
