As a result, the number of fish feed mills has increased from just 5 mills producing about 20,000 t per year in 1999, to over 60 mills with a current production estimate of 800,000–1,000,000 t/year. The performance of the aquafeed industry in Egypt is not well understood, as the value chain structure has not yet been mapped. This study aims to assess the status of the fish feed sector in Egypt, with an emphasis on: mapping and understanding fish feed value chains, describing the main actors and stakeholders within the chain, assessing value chain performance, identifying major strengths and weakness of the sector, and suggesting appropriate actions, management and development strategies.

Book excerpt: The Swiss Agency for Development and Cooperation (SDC)-funded Improving Employment and Income through Development of Egypt’s Aquaculture Sector (IEIDEAS) project was implemented by WorldFish in partnership with CARE Egypt and the Egyptian Ministry of Agriculture and Land Reclamation from 2011 to 2014 and later extended to November 2015. The project focused on four governorates with significant aquaculture production (Kafr El Sheikh, Behera, Sharkia and Fayoum) and one governorate (El Mineya), where aquaculture was a new activity. The project was based on a value chain analysis conducted by WorldFish in September 2011 that identified the aquaculture value chain as a significant employer, particularly in rural areas. The analysis suggested that there was scope to increase employment of youth and women in the aquaculture sector The main objective was to increase aquaculture production by 10% and create 10,000 jobs. Other objectives included improving profitability for existing producers, securing employment for women fish retailers, expanding aquaculture in El Mineya and improving the policy environment for aquaculture.

The striped catfish (pangasius) production sub-sector is characterized by intensive pond production technology and high-quality production inputs. In 2014, annual production of pangasius was 1 143 797 tonnes. The key actors in the value chain comprise input suppliers, including feed ingredients suppliers, feed manufacturers, and hatchery operators (seed producers), along with fingerling and grow-out farmers, fish processors, exporters, consumers and service providers. In recent years, large-scale vertically integrated enterprises have started to emerge that operate along the entire value chain, and these now dominate many areas of production.

Book excerpt: Global growth in aquaculture is underway – a “blue revolution” featuring rapid increases in demand for fish and a corresponding surge in aquaculture production. This paper describes the fast-growing tilapia value chain in Ghana to demonstrate the features of a nascent blue revolution in sub-Saharan Africa (SSA) and to illustrate its potential for job creation and reducing poverty and food insecurity there. Tilapia production has been growing at 15 percent annually in SSA, but imports are also surging to satisfy the growing appetite for tilapia. This paper illustrates how aquaculture can grow sustainably in SSA within the context of growing demand and global competition. A value chain analysis is conducted using secondary data analysis, desk reviews of experiences and lessons from other countries, interviews with 95 actors in the tilapia value chain in Ghana, and detailed production and profitability data from Ghanaian tilapia farmers. A profitable farmed tilapia industry has been established in Ghana with the potential to expand supply to satisfy local demand and to export to neighboring countries. Productivity in the industry has grown mainly through reducing the mortality rates of fingerlings and improvements in the supply of locally-produced high-quality fish feed. Feed costs remain high. However, there is potential to reduce those costs by improving the productivity of crops that are used in fish feed, particularly maize and soybean. Reducing local feed costs will have positive spillover effects on both other pond-based aquaculture systems and on the livestock feed sector. Moreover, Ghana can expand it fish feed production to be an important source of feed within SSA. The industry can further increase aquaculture productivity through the adoption of faster-growing fish strains and better management practices. Ghana’s aquaculture sector could grow even faster by adopting lessons from other countries, including on infrastructure provision, fiscal incentives for the production of fish feed ingredients, and sustainable fish farming practices, particularly through paying close attention to water and feed quality and addressing food safety concerns within the sector.

In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. Securing Food for All in Bangladesh, with its breadth and scope, will be an invaluable resource for policymakers, researchers, and students dedicated to improving people’s livelihoods in Bangladesh.

Book excerpt: Although policies can be critical constraining or enabling factors for aquatic food systems (AqFS) development, scarce evaluation of the impacts of existing policies means that decision-makers have limited understanding of how to improve the design and implementation of effective policies. This paper reviews key policy issues in AqFS and how they have been analyzed and assessed to provide context-tailored policy options and guidance. Our review shows that countries face many policy issues but have little analysis on them. Despite the availability of a wide variety of frameworks, concepts, tools, methods, and approaches, their application in empirical analysis to solve policy issues in AqFS has been limited. More research is available on local- and community-level governance of fisheries, but less on national or subnational policies and regulations in AqFS. The few available policy studies focus on developed countries, with fewer applications in developing countries where growth of the aquaculture and fisheries sectors is much stronger. The studies provide useful policy options and guidance, and this review highlights the need for more such studies to address policy-related issues in the sector.

Book excerpt: Ghana’s aquaculture sector is among the recent success stories of fast-growing agricultural value chains in Africa south of the Sahara. The sector has also shown its vulnerability, with the infectious spleen and kidney necrosis virus spreading through tilapia farms in Lake Volta in late 2018. The global COVID-19 human pandemic reached Ghana in early 2020, affecting the sector directly and indirectly. Using a value chain approach, phone interviews were conducted with 369 small-scale fish farmers in six major producing regions, with 12 other value chain actors, and with 423 consumers in the capital, Accra, to assess the impact of COVID-19 on the sector. All value chain actors interviewed reported being affected directly by COVID-19 related restrictions on movement and indirectly by reduced demand for tilapia because of closures in the tourism and hospitality industries, important consumers of fresh tilapia. The crisis has reduced incomes for most actors along the aquaculture value chain and is anticipated to reduce future production. Most fish farmers surveyed were affected by disruptions in input and output markets. Two-thirds of the sample farmers were growing fish and 6 percent were harvesting when the COVID-19 crisis hit. Fifty-four percent of those growing fish experienced difficulties in accessing inputs – mainly fish feeds. Of those harvesting during the crisis, most experienced difficulty in selling their fish mainly because of low demand from buyers, lower tilapia prices, and higher transportation costs than before COVID-19. Income losses among fish farmers, including from other sources, such as crop farming, wage employment, and other own businesses, limits the funds that they have available to finance fish farming operations or to invest in future production capacity. Likewise, reduced incomes and purchasing power of consumers is causing a sharp decline in demand for fish.
