Comments on the draft were considered in preparing the final report and changes have been made where appropriate. We performed the audit from February through August 1990. The objective was to evaluate a DoD Hotline complaint alleging mismanagement, waste, and abuse in the acquisition of the Marine Corps Tactical Remote Sensor System (TRSS). Also, we evaluated management of the Army's Improved Remotely Monitored Battlefield Sensor System (1-REMBASS) and related internal controls. Program funding for the TRSS and the 1-REMBASS total $119.6 million for F'L's 1989 through 1994.

Book excerpt: Unattended ground sensors (UGS) are devices that automatically gather sensor data on a remote target, interpret the data and communicate information back to a receiver without interaction with a human operator. The objective of this thesis is to determine how unattended ground sensor technologies might support precision engagement. Comparative case analysis of the use of sensors in Vietnam, the Sinai and Iraq is used to develop principles that UGS must meet to support precision engagement. This study finds that precision engagement requires long endurance UGS to be delivered covertly to discriminate between targets, interrogate them for emissions, while disseminating a fused picture of the target. This study details roles and missions which UGS can fill as well as their costs, benefits and unintended consequences.

Book excerpt: Effective utilization of unattended ground sensors (UGSs) in a theater reconnaissance, surveillance, target acquisition, and kill assessment environment requires that a human operator be able to interpret, and collectively assess, the significance of real time data obtained from UGS emplacements over large geographical regions of interest. The products of this UGS data interpretation and assessment activity can then be used in the decision support process for command level evaluation of appropriate courses of action. Advancements in both sensor hardware technology and in software systems and processing technology have enabled the development of practical real time situation assessment capabilities based upon information from unattended ground sensors. A decision support workstation that employs rule-based expert system processing of reports from unattended ground sensors is described. The primary goal of this development activity is to produce a suite of software to track vehicles using data from unattended ground sensors. The situational assessment products from this system have stand-alone utility, but are also intended to provide cueing support for overhead sensors and supplementary feeds to all-source fusion centers. The conceptual framework, developmental architecture, and demonstration field tests of the system are described.

Book excerpt: The Battlefield Information Systems Technical Area of the Army Research Institute is concerned with human factors problems of surveillance information presentation and interpretation. The research presented here compared the relative effectiveness of four different unattended ground sensor (UGS) displays--an X-T plotter, and three variations of the situation map display--in terms of their effect on monitor performance. Four two-hour UGS scenarios were compiled from previously recorded field tests of military targets. The recordings were played back to activate the displays during experimentation. Sixteen Naval personnel (eight relatively experienced with UGS and eight inexperienced) were given training on the displays. Each subject then monitored each display in turn for two hours, reporting target information as he would operationally. The reports were compared to known ground truth and were scored on total detections, false alarms, detection accuracy, and target direction (i.e., direction of target movement). Operator performance was unaffected by the type of display used. Operators were able to detect a higher percentage of targets during periods of low target activity than during periods of high target activity. However, the accuracy of the detections was higher during the high activity period. Levels of experience did not have a significant effect on performance. (Author).
