The undertakings in this application pertain to a barge landing site and to certain gathering pipeline, gathering pipeline travel lane and winter access road watercourse crossings. These undertakings will be required to construct and operate the Mackenzie gas project (the project) in the Inuvialuit Settlement Region (ISR). The proposed developments, and other activities within the ISR, are defined as follows: [1] ISR developments: land and water use activities that pertain to the gathering pipeline segments, pipeline appurtenances and facilities, borrow sites and other infrastructure that will be required in the ISR on Crown and private land for the project. [2] ISR gathering pipeline watercourse crossings: land and water use activities that pertain to constructing the Niglintgak, Parsons Lake, Taglu and Storm Hills laterals (the gathering pipelines) across watercourses five or more metres wide at the ordinary high water mark. [3] ISR travel lane watercourse crossings: land and water activities that pertain to constructing a travel lane for the gathering pipelines across watercourses five or more metres wide at the ordinary high water mark. [4] ISR winter access road watercourse crossings: land water use activities that pertain to constructing winter access roads, including shooflies, across watercourses five or more metres wide at the ordinary high water mark. [5] ISR barge landing development: land and water user activities that pertain to modifying and maintaining an existing barge landing site at Swimming Point. This application covers an initial five year term and is part of a suite of applications that are being submitted to various regulatory agencies in support of the project. ... In addition to the applications, an environmental impact statement (EIS) has been filed with the Joint Review Panel (JRP) for the project. The EIS addresses the biophysical and human environment aspects of the project, including activities described in this application. ... For watercourse crossing activities that meet the threshold criteria for a Type B water licence, the activities in this application include installing and maintaining: 23 gathering pipeline watercourse crossings, 23 watercourse crossings for the gathering pipeline travel lanes, 28 watercourse crossings of winter access roads, including shooflies. Watercourse training measures might also be required at certain watercourse crossings and at the Swimming Point barge landing site"--ASTIS [online] database.

For watercourse crossing activities that meet the threshold criteria for a Type B water licence, the activities in this application include installing and maintaining: one watercourse crossing for the gathering pipeline, 47 watercourse crossings for the NGL pipeline, 131 watercourse crossings for the Mackenzie Valley pipeline, eight watercourse crossings for all-weather roads, 232 watercourse crossings for winter access roads, including shooflies. Watercourse training measures might also be required at certain watercourse crossings and barge landing sites. ... Book excerpt: "The objective of the Program is to conduct geotechnical investigations to gather information on the soil and ground conditions at the site of the proposed IAF and along the route of the proposed all-weather IAF Access Road. The information is required in order to conduct detailed design engineering of the pilings and foundations of structures, and the IAF Access Road, and for the preparation of subsequent regulatory applications. Included in these investigations are 10 potential boreholes or testpits along the IAF Access Road and 24 boreholes at the IAF. The IAF is located on Crown land while the IAF Access Road traverses both Crown land and Gwich'in Private lands. Both sites are situated within the Campbell Creek Special Management Zone. ... Following receipt of all necessary licences, permits and approvals, an access crew will mobilize from Inuvik in March 2007 and commence activities. The primary access for the Program is the Dempster Highway. Access to the IAF site will follow the planned route of a proposed all-weather IAF Access Road. The route was identified using maps and aerial photographs and was either confirmed or modified based on observations made during 2003, 2004 and 2006 summer reconnaissance programs. The proposed access is shown on the accompanying 1:100,000 scale map. Using bulldozers, a plow truck and a grader, the access crew will ensure construction of a winter road consistent with Government of Northwest Territories - Department of Transportation specifications. Care will be taken to avoid steep slopes, side hills and environmentally or culturally sensitive areas while maintaining a direct route to the IAF site. Efforts will be made to retain riparian vegetation and reduce disturbance to stream banks along the constructed access where it intersects with watercourses. Snow will be packed to provide ground cover protection. Where insufficient snow pack is encountered, snow will be obtained from the surface of lakes or water will be used to build a layer of ice over the snow pack to ensure sufficient ground cover protection. The estimated quantities of water to be used on a contingency basis for ice road construction are based on a volume of 100 m3/km and are shown in Table 1. The access and drilling and excavating crews will be housed in existing accommodations in the Town of Inuvik. All field activities are expected to be completed by mid April 2007"--Leaf 2 (2nd).
