Turkey–EU relations are sometimes easy to observe, but at the same time very complicated and difficult to understand. On the one hand, the EU does not want to lose its long term ally’s interest in joining the Union, but on the other hand it does not want a vast Muslim country with its huge young population to change the EU’s already struggling dynamics. The New Turkey, on the other side, does not want to let itself down by trying to join the Union at any cost. It wants to join the Union but stay as a Democratic Muslim Turkey rather than a Democratic European Turkey. Both in Turkey and in the EU though, members of the public have very mixed feelings towards this relationship, as their perceptions are shaped by the ideological interpretations of their leaders. For example, people who travel to Turkey or Europe have a completely different understanding of the relations than the ones who only hear it from politicians. Therefore mutual positive aspects are either underestimated or completely missed. This book aims to fill some of those missed gaps.

Book excerpt: Turkey's interest to be part of the political and economic union of Europe dates back to the 1950s, when the idea of European Union (EU) was born. Almost forty years after the first agreement between the two parties, Turkey is still knocking on the EU' s door to become a full member. The EU has stepped into the twenty-first century with the most comprehensive enlargement of its history in process. The process of enlargement of the EU constitutes the most important step in Turkey's relations with the European Union. In order to become a full member in the European Union, the applicant state has to fulfill the EU's Copenhagen Criteria, which in the case of Turkey requires major improvements in its economic and political conditions. However, even if Turkey could meet the Copenhagen Criteria, its full membership would probably not be granted due to Turkey's significant cultural and religious differences from the rest of the member states. Turkey's full membership in the European Union would offer enormous advantages for both parties. Turkey's strategic position, which is at the crossroads of Europe, Central Asia and the Middle East, has great significance for the European Union. EU membership for Turkey, on the other hand, would mean an end to its identity problem of where it belongs - in Europe or Asia. Turkey's official candidacy status constitutes a turning point for Turkey's historic dream of being part of Europe economically, politically and socially. Turkey's EU candidacy leaves Turkey important domestic and external challenges. The ability of Turkey to overcome these challenges will determine the prospects for full membership of Turkey in the European Union. Given the changes required for Turkey to meet the Copenhagen Criteria, and the length of time accession negotiations would take once these criteria were met, it IS unlikely Turkey will be admitted to the European Union before 2020.

First, the essay provides a historical background to current EU-Turkey relations. On this basis, the process of Turkey's EU accession is then explained in more detail and the pros and cons arguments are discussed. This follows the examination of the meaning of Turkey's full EU membership and the possible implications in Europe. The focus is primarily on the common foreign and security policy, the possible economic effects, and the legal and institutional dimensions. The last part of the article analyzes why Turkey's candidature is so different from the other candidate countries and whether it is a problematic candidate. The decades-long delay in Turkey's EU accession is examined using the Copenhagen criteria set by the EU and cultural differences. The work concludes with a perspective view, forecasting future European-Turkish relations, whether Turkey will ever be a full member of the European Union. The essay ends with a constructive criticism in the conclusion. In addition, the present article intends to contribute to science and research by reviving the neglected European-Turkish relations currently and filling the gap in this field factually and professionally. In the present study, an interdisciplinary approach is preferred. The systematic interpretation method of law is combined with the method of empirical social research from political science to better analyze the complex context of the topic.
