Book excerpt: Au début des années soixante-dix, le ministère de l'Équipement s'est préoccupé des " effets structurants " des autoroutes qui étaient construites dans le cadre d'un programme ambitieux. Ce terme a eu un succès inespéré, et la question des " effets structurants " des grandes infrastructures de transport est restée, et reste encore, une des interrogations majeures des hommes politiques lorsqu'il s'agit de décider de la construction d'une nouvelle infrastructure. Connaître leurs conséquences sur le développement économique était un moyen d'améliorer les procédures d'évaluation qui précédaient la décision, en ne les limitant pas aux seules conséquences sur le trafic. Mais l'apparition d'une nouvelle infrastructure de transport n'entraîne pas d'effets automatiques, comme si les nouvelles facilités de transport apportaient nécessairement aux régions traversées richesse et prospérité. S'il est bien certain qu'il existe un lien entre l'apparition de nouvelles infrastructures de transport et le développement économique, il s'agit d'une relation complexe qui articule l'ensemble du système de transport (et non la seule infrastructure) au territoire desservi, c'est-à-dire à l'espace dans lequel les hommes vivent et agissent, à l'espace qu'ils s'approprient et dans lequel ils construisent leur mode de vie. Se poser la question des " effets structurants " des infrastructures de transport revient en définitive à s'interroger sur les transformations qui ne manqueront pas d'apparaître dans un territoire lorsque les conditions de transport qui le caractérisent sont modifiées. Le transport apparaît alors comme un des éléments qui tout à la fois accompagne et permet les grandes mutations de notre société.
