Book excerpt: The licensing of commercial nuclear spent shipping casks in the United States is regulated by 10CFR71. In order to be licensed, casks must be designed not to fail under hypothetical test conditions specified in Appendix B of this regulation. Questions have been raised about the suitability of these tests in simulating actual transportation accident conditions. Our study addresses the adequacy of current regulations by comparing real-world accident conditions with regulatory test specifications using more complete accident statistics and more sophisticated structural analyses than have been used in studies to date. Our objective is to evaluate the protection provided by current regulations against severe accident conditions for commercial spent nuclear fuel casks that are transported by truck or rail. The complete spectrum of truck and rail accidents will be reviewed in order to determine the frequency (or infrequency) of cask failures during transportation accidents. 3 references, 1 figure.

Book excerpt: Spent fuel casks and other large radioactive material packages have been examined to determine whether the designs are adequate to allow the casks to be recovered using conventional recovery methods following a transportation accident. Casks and similar packages are typically designed with, and handled by, trunnions that support the package during transport. These trunnions are considered the best cask feature with which to grapple the cask once it is no longer in its usual shipping mode. Following a transport accident, the trunnions may be buried or entangled so that they are not readily accessible to initiate the recovery process. To evaluate the effectiveness of applying traditional recovery methods to spent fuel casks, a workshop was held in which a series of accidents involving casks were postulated; the modes of transportation considered included truck, rail, and barge. These participants knowledgeable in transport, handling, and, in some cases, recovery of large, heavy containers attended. Participants concluded that the physical recovery of a cask involved in an accident, irrespective of where the accident occurs, would be a straightforward rigging operation and that the addition of specific recovery features (e.g., additional trunnions) to the cask appears unnecessary.

Book excerpt: A scoping study of spent fuel cask transportation accidents was performed to provide the NRC with an assessment of existing information and to recommend, on a priority basis, the additional information that should be obtained to allow specification of increasingly realistic source terms. The scope was limited to the escape of radionuclides from the cask to the environment resulting from severe accidents. The accident environment definition associated with a severe accident is the starting point and was selected not for its realism but to allow sensitivity studies on the remaining variables in the accident scenario. However, given this accident definition, the remainder of the evaluation of the accident scenarios is to be as realistic as possible. Information was found to be inadequate to make correlations between accident severity and radionuclide release. Generally, cask and fuel rod thermal-hydraulic data and analytical capability were found to be reasonably adequate; however, data and analytical capability for evaluating structural response to impact are not. Radionuclide behavior information is adequate for noble gases but generally inadequate for most volatile radionuclides and for fuel particulates. A series of gauging calculations were performed to permit prioritization of the information needs, and research recommendations were made in eight areas.

Book excerpt: The risks associated with the transport of spent nuclear fuel by truck and rail have been reexamined and compared to results published in NUREG-O170 and the Modal Study. The full reexamination considered transport of PWR and BWR spent fuel by truck and rail in four generic Type B spent fuel casks. Because they are typical, this paper presents results only for transport of PWR spent fuel in steel-lead steel casks. Cask and spent fuel response to collision impacts and fires were evaluated by performing three-dimensional finite element and one-dimensional heat transport calculations. Accident release fractions were developed by critical review of literature data. Accident severity fractions were developed from Modal Study truck and rail accident event trees, modified to reflect the frequency of occurrence of hard and soft rock wayside route surfaces as determined by analysis of geographic data. Incident-free population doses and the population dose risks associated with the accidents that might occur during transport were calculated using the RADTRAN 5 transportation risk code. The calculated incident-free doses were compared to those published in NUREG-O170. The calculated accident dose risks were compared to dose risks calculated using NUREG-0170 and Modal Study accident source terms. The comparisons demonstrated that both of these studies made a number of very conservative assumptions about spent fuel and cask response to accident conditions, which caused their estimates of accident source terms, accident frequencies, and accident consequences to also be very conservative. The results of this study and the previous studies demonstrate that the risks associated with the shipment of spent fuel by truck or rail are very small.

Book excerpt: On April 7, 1982, a tank truck and trailer carrying 8,800 gallons of gasoline was involved in an accident in the Caldecott tunnel on State Route 24 near Oakland, California. The tank trailer overturned and subsequently caught fire. The United States Nuclear Regulatory Commission (USNRC), one of the agencies responsible for ensuring the safe transportation of radioactive materials in the United States, undertook analyses to determine the possible regulatory implications of this particular event for the transportation of spent nuclear fuel by truck. The Fire Dynamics Simulator (FDS) code developed by National Institute of Standards and Technology (NIST) was used to determine the thermal environment in the Caldecott tunnel during the fire. The FDS results were used to define boundary conditions for a thermal transient model of a truck transport cask containing spent nuclear fuel. The Nuclear Assurance Corporation (NAC) Legal Weight Truck (LWT) transportation cask was selected for this evaluation, as it represents a typical truck (over-the-road) cask, and can be used to transport a wide variety of spent nuclear fuels. Detailed analysis of the cask response to the fire was performed using the ANSYS® computer code to evaluate the thermal performance of the cask design in this fire scenario. This report describes the methods and approach used to assess the thermal response of the selected cask design to the conditions predicted in the Caldecott tunnel fire. The results of the analysis are presented in detail, with an evaluation of the cask response to the fire. The staff concluded that some components of smaller transportation casks resembling the NAC LWT, despite placement within an ISO container, could degrade significantly. Small transportation casks similar to the NAC LWT would probably experience failure of seals in this severe accident scenario. USNRC staff evaluated the radiological consequences of the cask response to the Caldecott tunnel fire. Although some components heated up beyond their service temperatures, the staff determined that there would be no significant release as a result of the fire for the NAC LWT and similar casks.

This event occurred in the Howard Street tunnel, in Baltimore, Maryland, on July 18, 2001. The staff was tasked with assessing the consequences of this event on the transportation of spent nuclear fuel. This paper describes the staff's coordination with the following government and laboratory organizations: the National Transportation Safety Board (NTSB), to determine the details of the train derailment and fire; the National Institute of Standards and Technology (NIST), to quantify the thermal conditions within the tunnel; the Center for Nuclear Waste Regulatory Analysis (CNWRA), to validate the NIST evaluations, and the Pacific Northwest National Laboratory (PNNL), to assist in the thermal analysis. The results of the staff's review and analysis efforts are also discussed. The staff has concluded that had the spent fuel transportation cask analyzed, a design approved under 10 CFR Part 71, been subjected to the Howard Street tunnel fire, no release of radioactive materials would have resulted from this postulated event, and the health and safety of the public would have been maintained.
