Based on fifteen years of fieldwork research across Central and Eastern Europe and on migrants in the UK and Germany, this book provides a less glittering answer. The EU has betrayed hopes of social cohesion: social regulations have been forgotten, multinationals use threats of relocations, and workers, left without institutional channels to voice their concerns, have reacted by leaving their countries en masse. Yet migration, for many, increases social vulnerability. Drawing on Hirschman’s concepts of ‘Exit’ and ‘Voice’, the book traces the origins of such failures in the management of EU enlargement as a pure economic and market-creating exercise, neglecting the inherently political nature of labour relations. The reinforcement of market mechanisms without political counterbalances has resulted in an increase in opportunistic ‘exit’ behaviour by both employers and employees, and thereby in a worsening quality of democracy, at workplace, national and European levels. As a result of this process, the EU has become more similar to the North American Free Trade Agreement between USA, Canada and Mexico, where social rights are marginalized and economic integration does not translate into better development.

These are crucial questions to which a group of eminent European labour law professors and researchers seek to offer some answers in their new book European Labour Law and the EU Charter of Fundamental Rights. To recall the story behind the Charter: in December 2000, this text was not enshrined as an integral part of the new EU Nice treaty, but was merely "proclaimed", to the disappointment of many, so that its legal status remained ambiguous. The draft future Treaty establishing a Constitution for Europe is clearer, insofar as it incorporates the Charter as its Part II, thereby giving it a binding character - but nobody knows whether, or when, this Treaty-Constitution will actually see the light of day and, if it does, in what shape. Yet now, as the discussions about a future EU constitution are regaining momentum, the European Court of Justice has also had its word on the role of the Charter. It has declared that "the principal aim of the Charter is to reaffirm rights" which are legally binding due to their provenance from other sources recognised by EU law (Case 540/03, European Parliament v. Council, decided 27 June 2006). The thus strengthened Charter includes core labour law and industrial relations provisions, covering matters such as freedom of association, collective bargaining and collective action, information and consultation within the undertaking, fair and just working conditions and protection in the event of unjustified dismissal. The book European Labour Law and the EU Charter of Fundamental Rights is a detailed commentary on the provisions of the Charter which guarantee these and other fundamental rights that are binding upon the EU institutions and the Member States. The commentary throws light on the potential of the EU Charter to shape the future labour law of Europe, an understanding of which is important for labour lawyers and industrial relations professionals, as well as for academics and policy makers in the Member States and in the EU institutions.

The changes in the economy have been accompanied by dramatic changes in how people from different societies interact. The book explores the nature of that society and its relationship to the creation of a European identity, popular culture, and politics. Much of the current political conflict around Europe can be attributed to who is and who is not involved in European society. Business owners, managers, professionals, white-collar workers, the educated, and the young have all benefited from European economic integration, specifically by interacting more and more with their counterparts in other societies. They tend to think of themselves as Europeans. Older, poorer, less educated, and blue-collar citizens have benefited less. They view the EU as intrusive on national sovereignty, or they fear its pro-business orientation will overwhelm the national welfare states. They have maintained national identities. There is a third group of mainly-middle class citizens who see the EU in mostly positive terms and sometimes-but not always-think of themselves as Europeans. It is this swing group that is most critical for the future of the European project. If they favor more European cooperation, politicians will oblige. But, if they prefer that policies remain wedded to the nation, European cooperation will stall.

This volume is the first wide-ranging attempt to determine the role of domestic workers both in past and present times. Domestic service was of major importance in the multi-secular process of urbanization and socio-economic development of European societies. Today, domestic workers (mainly women) represent an important component of international labour migrations to Western countries. Instead of disappearing, as expected for a long time, paid domestic work is currently experiencing a kind of «resurgence». The contributions assembled in this volume analyze the situation of domestic workers, and contribute to improve knowledge concerning their individual characteristics (gender, ethnic group, religion), origin, motivation and cultural identity, relationship with their own families and those of the employers. Further topics are connections with the home country and place of destination, legal status, rights and duties, in order to understand the current globalization of domestic work.

Book excerpt: Few areas of labour history have received as much attention as the coal industry, with miners often finding themselves at the centre of studies on working-class political and industrial history. Yet whilst much has been written about the struggles of miners and their unions in particular countries, their national confrontations and political organization, much less work has been done on the regional communities and how they related both to the national and international picture. The central theme of this volume is to transcend such over-arching national models and to focus instead on local coal mining societies which can then be compared and contrasted to similar communities elsewhere. In so doing the book is able to tackle a number of familiar labour history themes in a more nuanced way, exploring issues of political activism and class relationships from the perspectives of gender, ethnicity, race and specific localized cultural traditions. As the chapters in this volume illustrate, such an approach can offer rich and often surprising conclusions, in many cases challenging the accepted notion of miners as the vanguard of militant working-class political activism. Adopting a regional approach that compares coalfield communities from five continents, this volume reflects coalfield experiences on a truly global scale. By looking at what made communities unique as well as what they shared in common, a much fuller understanding of the workplace, neighbourhood, family, identity and political organization is possible. Underlining the strong connections between politics, community and identity, this work emphasizes the challenges and opportunities available to labour historians, pushing forward the boundaries of the discipline in new and exciting ways.

To answer this question, this book analyzes the development and determinants of a common European identity among EU citizens from the Maastricht Treaty in 1992 to the recent financial and economic crisis. The author examines citizens’ identification with Europe for all EU member states, and systematically explores the theoretical and empirical implications of two turning points in the recent history of EU integration, namely the EU’s enlargement to Central and Eastern Europe in 2004/2007 and the financial and economic crisis that started in 2008. The book integrates theoretical approaches to European identity in sociology, social-psychology and EU public opinion research in a comprehensive model for explaining individual identification with Europe. The empirical analysis employs a multilevel framework to systematically assess the influence of individual characteristics and the political, economic, and social context on citizens’ feelings of identity. The long analysis period spanning from 1992 to the present allows inferences to be drawn about the long-term developments in the sources of European identification as well as the immediate impact of EU enlargement and the crisis on the determinants of European identification.

Migrants can be a particularly useful lens on Europeanization processes as they provide a perspective from the periphery in two ways: by providing a view literally from the outside as in the case of those who left the continent or by providing a view from the margins of the European societies within which they live. The collection asks what ‘Europe’ meant to migrants abroad - particularly within the transatlantic context - and within the continent during the twentieth century. Contributions from a variety of disciplinary perspectives reflect both on the broader historical context and theoretical implications and highlight specific cases, such as those of European labor migrants to the United States, of transatlantic exiles and émigrés, of Latin-American immigrants in present-day Europe, as well as the experience of highly-skilled migrants within the context of the European Union.
