Why has the government not removed them from the labor force and required that they attend school, as have the governments of all developed and many developing countries? To answer this question, this major comparative study first looks at why and when other states have intervened to protect children against parents and employers. By examining Europe of the nineteenth century, the United States, Japan, and a number of developing countries, Myron Weiner rejects the argument that children were removed from the labor force only when the incomes of the poor rose and employers needed a more skilled labor force. Turning to India, the author shows that its policies arise from fundamental beliefs, embedded in the culture, rather than from economic conditions. Identifying the specific values that elsewhere led educators, social activists, religious leaders, trade unionists, military officers, and government bureaucrats to make education compulsory and to end child labor, he explains why similar groups in India do not play the same role.

He now writes on energy, environment, climate change, political corruption and oligarchy.

Yet serious consideration of the nature of State forms in India was often overwhelmed by a focus on 'caste' and 'brahminism'. It discusses the formation of state policy on gender and development in India in the post-1990 period through three key organising concepts of institutions, discourse, and agency. The book pays particular attention to whether the international policy language of gender mainstreaming has been adopted by the Indian state, and if so, to what extent and with what results. The author examines how these issues play out at multiple levels of governance – at both the national and the subnational (state) level in federal India. This comparative aspect is particularly important in the context of increasing autonomy in development policymaking in India in the 1990s, divergent development policy approaches and outcomes among states, and the emerging importance of subnational state development policies and programmes for women in this period. The author argues that the state is not a monolith but a heterogeneous, internally differentiated collection of institutions, which offers complex and varying opportunities and consequences for feminists engaging the state. Demonstrating that the Indian empirical case is illuminating for studies of the gendered politics of development, and international debates on gender mainstreaming, the book highlights the politics of negotiating gender equality strategies in the contemporary context of neo-liberal development and brings together complex issues of modernity, postcolonialism, identity politics, federalism, and equality within the broader context of the world’s largest democracy. Book excerpt: Political wisdom holds that the political boundaries of a state necessarily coincide with a nation's perceived cultural boundaries. Today, the sociocultural diversity of many polities renders this understanding obsolete. This volume provides the framework for the state-nation, a new paradigm that addresses the need within democratic nations to accommodate distinct ethnic and cultural groups within a country while maintaining national political coherence. First introduced briefly in 1996 by Alfred Stepan and Juan J. Linz, the state-nation is a country with significant multicultural—even multinational—components that engenders strong identification and loyalty from its citizens. Here, Indian political scholar Yogendra Yadav joins Stepan and Linz to outline and develop the concept further. The core of the book documents how state-nation policies have helped craft multiple but complementary identities in India in contrast to nation-state policies in Sri Lanka, which contributed to polarized and warring identities. The authors support their argument with the results of some of the largest and most original surveys ever designed and employed for comparative political research. They include a chapter discussing why the U.S. constitutional model, often seen as the preferred template for all the world’s federations, would have been particularly inappropriate for crafting democracy in politically robust multinational countries such as India or Spain. Through a richly detailed examination of India's experience, Locked in Place argues that the critical factor was the reaction of domestic capitalists to the state-building project. During the 1950s and 1960s, India launched an extremely ambitious and highly regarded program of state-led development. But it soon became clear that the Indian state lacked the institutional capacity to carry out rapid industrialization. Drawing on newly available archival sources, Vivek Chibber mounts a forceful challenge to conventional arguments by showing that the insufficient state capacity stemmed mainly from Indian industrialists' massive campaign, in the years after Independence, against a strong developmental state. Chibber contrasts India's experience with the success of a similar program of state-building in South Korea, where political elites managed to harness domestic capitalists to their agenda. He then develops a theory of the structural conditions that can account for the different reactions of Indian and Korean capitalists as rational responses to the distinct development models adopted in each country. Provocative and marked by clarity of prose, this book is also the first historical study of India's post-colonial industrial strategy. Book excerpt: In the period between the 1770s and 1840s, through the process of colonial state formation, the early colonial state in India was able to harness and extract vast amounts of agrarian wealth in north India. However, little is known of the histories of the Indian scribes and the role they played in shaping the early patterns of British colonial rule. This book offers a new way of interpreting the colonial state’s origins in north India. It examines how the formation of early agrarian revenue settlements exacerbated an extant late Mughal taxation tradition, and how the success of British power was shaped by this extant paper-oriented revenue culture. It goes on to examine how the service and cultural histories of various Hindu scribal communities fit within broader changes in political administration, taxation, patterns of governance and a shared Indo-Islamic administrative culture. The author argues that British power after the late eighteenth century came as much through bureaucratic mastery, paper and taxes as it did through military force and commercial ruthlessness. The book draws upon private family papers, interviews and Persian sources to demonstrate how the fortunes of scribes changed between empires, and the important role they played at the height of the British Raj by 1900. Offering a detailed account of how agrarian wealth provided the bedrock of the colonial state’s later patterns of administration, this book is a unique and refreshing contribution to studies in South Asian History, Governance and Imperialism.
