Book Public Financing and Delivery of HIV AIDS Care

Download or read book Public Financing and Delivery of HIV AIDS Care written by Institute of Medicine and published by National Academies Press. This book was released on 2005-11-04 with total page 375 pages. Available in PDF, EPUB and Kindle. Book excerpt: Each year it is estimated that approximately 40,000 people in the U.S. are newly infected with HIV. In the late 1990s, the number of deaths from AIDS dropped 43% as a result of highly active antiretroviral therapy. Unfortunately, the complex system currently in place for financing and delivering publicly financed HIV care undermines the significant advances that have been made in the development of new technologies to treat it. Many HIV patients experience delays in access to other services that would support adhering to treatment. As a result, each year opportunities are missed that could reduce the mortality, morbidity, and disability suffered by individuals with HIV infections. Public Financing and Delivery of HIV/AIDS Care examines the current standard of care for HIV patients and assesses the extent the system currently used for financing and delivering care allows individuals with HIV to actually receive it. The book recommends an expanded federal program for the treatment of individuals with HIV, administered at the state level. This program would provide timely access and consistent benefits with a strong focus on comprehensive and continuous care and access to antiretroviral therapy. It could help improve the quality of life of HIV/AIDS patients, as well as reduce the number of deaths among those infected.

Download or read book Reducing the Odds written by National Research Council and published by National Academies Press. This book was released on 1999-02-13 with total page 426 pages. Available in PDF, EPUB and Kindle. Book excerpt: Thousands of HIV-positive women give birth every year. Further, because many pregnant women are not tested for HIV and therefore do not receive treatment, the number of children born with HIV is still unacceptably high. What can we do to eliminate this tragic and costly inheritance? In response to a congressional request, this book evaluates the extent to which state efforts have been effective in reducing the perinatal transmission of HIV. The committee recommends that testing HIV be a routine part of prenatal care, and that health care providers notify women that HIV testing is part of the usual array of prenatal tests and that they have an opportunity to refuse the HIV test. This approach could help both reduce the number of pediatric AIDS cases and improve treatment for mothers with AIDS. Reducing the Odds will be of special interest to federal, state, and local health policymakers, prenatal care providers, maternal and child health specialists, public health practitioners, and advocates for HIV/AIDS patients. Available in PDF, EPUB and Kindle. Book excerpt: In the face of life-threatening news, how does our view of life change—and what do we do it transform it? Remaking a Life uses the HIV/AIDS epidemic as a lens to understand how women generate radical improvements in their social well being in the face of social stigma and economic disadvantage. Drawing on interviews with nationally recognized AIDS activists as well as over one hundred Chicago-based women living with HIV/AIDS, Celeste Watkins-Hayes takes readers on an uplifting journey through women’s transformative projects, a multidimensional process in which women shift their approach to their physical, social, economic, and political survival, thereby changing their viewpoint of “dying from” AIDS to “living with” it. With an eye towards improving the lives of women, Remaking a Life provides techniques to encourage private, nonprofit, and government agencies to successfully collaborate, and shares policy ideas with the hope of alleviating the injuries of inequality faced by those living with HIV/AIDS everyday.

Book excerpt: In "Holding On," anthropologist Alyson O Daniel analyzes the abstract debates about health policy for the sickest and most vulnerable Americans as well as the services designated to help them by taking readers into the daily lives of poor African American women living with HIV at the advent of the 2006 Treatment Modernization Act. At a time when social support resources were in decline and publicly funded HIV/AIDS care programs were being re-prioritized, women s daily struggles with chronic poverty, drug addiction, mental health, and neighborhood violence influenced women s lives in sometimes unexpected ways. An ethnographic portrait of HIV-positive black women and their interaction with the U.S. healthcare system, "Holding On" reveals how gradients of poverty and social difference shape women s health care outcomes and, by extension, women s experience of health policy reform. Set among the realities of poverty, addiction, incarceration, and mental illness, the case studies in "Holding On" illustrate how subtle details of daily life affect health and how overlooking them when formulating public health policy has fostered social inequality anew and undermined health in a variety of ways."
