In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.

In today's U.S. defense policy debates, big land wars are out. Drones, cyber weapons, special forces, and space weapons are in. Accordingly, Pentagon budget cuts have honed in on the army and ground forces: this, after the long wars in Iraq and Afghanistan, seems like an appealing idea. No one really wants American boots on the ground in bloody conflicts abroad. But it is not so easy to simply declare an end to messy land wars. A survey of the world's trouble spots suggests that land warfare has more of a future than many now seem to believe. In The Future of Land Warfare, Michael O'Hanlon offers an analysis of the future of the world's ground forces: Where are large-scale conflicts or other catastrophes most plausible? Which of these could be important enough to require the option of a U.S. military response? And which of these could in turn demand significant numbers of American ground forces in their resolution? O'Hanlon is not predicting or advocating big American roles in such operations—only cautioning against overconfidence that we can and will avoid them. O'Hanlon considers a number of illustrative scenarios in which large conventional forces may be necessary: discouraging Russia from even contemplating attacks against the Baltic states; discouraging China from considering an unfriendly future role on the Korean peninsula; handling an asymmetric threat in the South China Sea with the construction and protection of a number of bases in the Philippines and elsewhere; managing the aftermath of a major and complex humanitarian disaster superimposed on a security crisis—perhaps in South Asia; coping with a severe Ebola outbreak not in the small states of West Africa but in Nigeria, at the same time that country falls further into violence; addressing a further meltdown in security conditions in Central America.

The United States spends a lot of money on defense—$607 billion in the current fiscal year. But Brookings national security scholar Michael O'Hanlon argues that is roughly the right amount given the overall size of the national economy and continuing U.S. responsibilities around the world. If anything, he says spending should increase modestly under the next president, remaining near 3 percent of gross domestic product. Recommendations in this book differ from the president's budget plan in two key ways. First, the author sees a mismatch in the Pentagon’s current plans between ends and means. The country needs to spend enough money to carry out its military missions and commitments. Second, O'Hanlon recommends dropping a plan to cut the size of the Army from the current 475,000 active-duty soldiers to 450,000. The U.S. national defense budget is entirely affordable—relative to the size of the economy, relative to past levels of effort by this country in the national security domain, and relative, especially, to the costs of failing to uphold a stable international order. Even at a modestly higher price, it will be the best $650 billion bargain going, and a worthy investment in this country’s security and its long-term national power.

Book excerpt: With the publication of the 2019 Army Modernization Strategy: Investing in the Future, the US Army initiated another of its periodic modernization campaigns to meet the military requirements of a new era of competition. Considering the challenges associated with change in bureaucracies, it is critical to identify actions and conditions that can contribute to both success and effectiveness. This paper considers what internal conditions the army can influence and shape, and what external conditions it can monitor, to modernize successfully. It further attempts to identify specific modernization conditions, using case studies from the interwar period between World War I and II, on which army leaders should focus. The study draws its conditions, including commitment, leadership, consensus, doctrine, and resourcing, from theorists in the fields of modernization and change management. The results of this work indicate that each of these conditions influences modernization, but further finds that the selected conditions are not exclusively definitive of success. While this study merely lays a groundwork for a better understanding of success in modernization, it opens areas of inquiry for further research, such as integrating modernization across the services, which can improve the likelihood of success, not only for the US Army, but also for the entirety of the Department of Defense. Most SAMS students complete the regular CGSC course, then stay for a second academic year. They write either one or two monographs (depending on the requirement at the time) and are awarded a Master of Military Art and Science (MMAS) graduate degree. Most go on to planning jobs in field units. This collection contains all the publicly releasable monographs produced since the program began in 1986. SAMS monographs typically address historical events, current operational issues, or new organizational concepts.

Book excerpt: The defense debate tends to treat Afghanistan as either a revolution or a fluke: either the "Afghan Model" of special operations forces (SOF) plus precision munitions plus an indigenous ally is a widely applicable template for American defense planning, or it is a nonreplicable product of local idiosyncrasies. In fact, it is neither. The Afghan campaign of last fall and winter was actually much closer to a typical 20th century mid-intensity conflict, albeit one with unusually heavy fire support for one side. And this view has very different implications than either proponents or skeptics of the Afghan Model now claim. Afghan Model skeptics often point to Afghanistan's unusual culture of defection or the Taliban's poor skill or motivation as grounds for doubting the war's relevance to the future. Afghanistan's culture is certainly unusual, and there were many defections. The great bulk, however, occurred after the military tide had turned not before-hand. They were effects, not causes. The Afghan Taliban were surely unskilled and ill-motivated. The non-Afghan al Qaeda, however, have proven resolute and capable fighters. Their host's collapse was not attributable to any al Qaeda shortage of commitment or training. Afghan Model proponents, by contrast, credit precision weapons with annihilating enemies at a distance before they could close with our commandos or indigenous allies. Hence the model's broad utility: with SOF-directed bombs doing the real killing, even ragtag local militias will suffice as allies. All they need do is screen U.S. commandos from the occasional hostile survivor and occupy the abandoned ground thereafter. Yet the actual fighting in Afghanistan involved substantial close combat. Al Qaeda counterattackers closed, unseen, to pointblank range of friendly forces in battles at Highway 4 and Sayed Slim Kalay.

Our combat individuals enter engagements to win. To that end, the United States has used its technical prowess and industrial capability to develop decisive weapons that overmatch those of potential enemies. In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. Making the Soldier Decisive on Future Battlefields establishes the technical requirements for overmatch capability for dismounted soldiers operating individually or in small units. It prescribes technological and organizational capabilities needed to make the dismounted soldier a decisive weapon in a changing, uncertain, and complex future environment and provides the Army with 15 recommendations on how to focus its efforts to enable the soldier and tactical small unit (TSU) to achieve overmatch.
