People learn the habit of voting, or not, based on experience in their first few elections. Elections that do not stimulate high turnout among young adults leave a 'footprint' of low turnout in the age structure of the electorate as many individuals who were new at those elections fail to vote at subsequent elections. Elections that stimulate high turnout leave a high turnout footprint. So a country's turnout history provides a baseline for current turnout that is largely set, except for young adults. This baseline shifts as older generations leave the electorate and as changes in political and institutional circumstances affect the turnout of new generations. Among the changes that have affected turnout in recent years, the lowering of the voting age in most established democracies has been particularly important in creating a low turnout footprint that has grown with each election.

The author exposes how the ruling elite centralised power through the militarisation and judicialization of politics, rendering the federalist arrangement an empty shell and thus grossly alienating the provinces. He sets all this within the contexts of education and media as breeders of conflict, the difficulties of establishing an anti-terrorist regime, and the state's pragmatic attempts at conflict resolution by seeking to keep the outsiders inside. This is a wide-ranging account of a country of contestations.

This book investigates the impact of vote buying on the accountability of democratic institutions and policy representation in newly democratic countries, with a focus on Indonesia. In doing so, the book presents a wide-ranging study of the dynamics of vote buying in Indonesia’s young democracy, exploring the nature, extent, determinants, targeting and effectiveness of this practice. It addresses these central issues in the context of comparative studies of vote buying, arguing that although party loyalists are disproportionately targeted in vote buying efforts, in total numbers —given the relatively small number of party loyalists in Indonesia— vote buying hits more uncommitted voters. It also demonstrates that the effectiveness of vote buying on vote choice is in the 10 percent range, which is sufficient for many candidates to secure a seat and thus explains why they still engage in vote buying despite high levels of leakage.

In early 2011, the prominent Pakistani politician Salmaan Taseer was assassinated by a member of his own security team for insulting Islam by expressing views in support of the rights of women and religious minorities. Benazir Bhutto, the former prime minister, was killed by gunfire and explosive devices as she left a campaign event in December 2007; strong evidence links members of extremist organizations to her slaying. These murders underscore the fact that religion, politics, and policy are inextricably linked in Pakistan. In this book, Haroon K. Ullah analyzes the origins, ideologies, bases of support, and electoral successes of the largest and most influential Islamic parties in Pakistan. Based on his extensive field work in Pakistan, he develops a new typology for understanding and comparing the discourses put forth by these parties in order to assess what drives them and what separates the moderate from the extreme. A better understanding of the range of parties is critical for knowing how the US and other Western nations can engage states where Islamic political parties hold both political and moral authority. Pakistan’s current democratic transition will hinge on how well Islamic parties contribute to civilian rule, shun violence, and mobilize support for political reform. Reformers have sought to achieve either greater government accountability through majoritarian arrangements or wider parliamentary diversity through proportional formula. Underlying the normative debates are important claims about the impact and consequences of electoral reform for political representation and voting behavior. The study compares and evaluates two broad schools of thought, each offering contracting expectations. One popular approach claims that formal rules define electoral incentives facing parties, politicians and citizens. By changing these rules, rational choice institutionalism claims that we have the capacity to shape political behavior. Alternative cultural modernization theories differ in their emphasis on the primary motors driving human behavior, their expectations about the pace of change, and also their assumptions about the ability of formal institutional rules to alter, rather than adapt to, deeply embedded and habitual social norms and patterns of human behavior.
