Book excerpt: Early in the year 1919 a questionnaire was sent by the Bureau of Education to all the universities and colleges in the United States. A large proportion of replies was received, as 419 out of 585 institutions returned answered questionnaires. Most of the important institutions of learning are represented in the replies and in most cases we may assume that failure to reply meant that no music credits were given. Among the colleges which made no reply are a number which treat special subjects where music would have no place. A list of these institutions is given and shows that out of the 166 colleges failing to reply, at least 43 are colleges for special subjects. On the other hand, it is interesting to note that out of a total of 120 colleges for special subjects 33 replied that music was recognized. The questionnaire asks data on two special subjects, namely: (1) Data regarding entrance credit; and (2) Data regarding college credits. The results of the questionnaire justify the conclusion that the colleges and universities of the United States are taking an ever-increasing interest in the development of music as a social, cultural, and professional subject. Book excerpt: A study of the history of music education is made more profitable if the results of that study are used to further the developments in the field. More than 2500 years ago the study of music with the Greeks meant a training not only in singing and playing, but also in dancing and verse. Since that time the meaning of the word has been confined to melody, rhythm, harmony and form. The first section of this study traces the development of music education from the early Greek period to its present status in the public schools of this country. Public school music in the United States had its beginnings in the desire to improve the singing in the religious services. The idea of public school music did not belong exclusively to any one man or group of men, nor to any specific geographical location alone. This fact is shown by the rapidity with which its introduction took place. The first formulation of modern principles of teaching music in the schools in this country occurred in 1834. In the period immediately following the Civil War, music was generally accepted in the public schools and systematic, graded work from the first grade to the high school began. The history of music education up to the close of the nineteenth century was that of vocal pedagogy. There had been no precedent for instrumental work in the schools either in this country or in Europe. The second section of this study discusses music education in the state of Arkansas. Of the approximately 415 white secondary schools in Arkansas, one hundred eighty offer music activities, according to a bulletin from the State Department of Education. A questionnaire was sent in 1953 to these one hundred eighty schools in an effort to ascertain the following information: 1) what musical organizations were available to the students; 2) how many students were members of the groups and classes; 3) what is the source of money for music expenditures; 4) what credit is given for participation in the music activities; 5) what are the activities in which the music groups participate; and 6) what are the degrees and other evidences of preparation of the music teachers. The results of the information compiled from the eighty-six schools which returned the questionnaire are found in the second chapter of this study. The present general needs of music in the secondary schools in the United States, as well as the specific needs in the secondary schools of Arkansas are presented in the final chapter of this study. The major needs may be enumerated as follows: 1) more money to provide not only more teachers but more and better equipment; 2) a correlated music program from grades one through twelve; and 3) a closer cooperation between teachers and school administration.

Book excerpt: A new paradigm of music teaching and learning has emerged in secondary schools in the United States. Music educators are taking advantage of innovations in digital technologies by organizing courses in which students learn about and demonstrate music concepts through music technology. Despite the growth of such classes, technology-based music class (TBMC) curricula has not been thoroughly investigated at the national level. Therefore, the purpose of this dissertation was to examine the current state of this emerging paradigm, and to share these insights with a variety of stakeholders including music educators, school administrators, education policymakers, and others who will influence the future of technology-based music classes. This study was organized around three research questions, each of which was formulated to address an area of concern reflected in extant music technology literature. 1.What are the features of technology-based music class (TBMC) curricula? 2.What are music educators' orientations toward TBMC curricula? 3.How do TBMC curricula align with professional music education standards? Data were collected using a researcher designed instrument based on two previously published questionnaires that examine music technology curricula and teacher attitudes toward the curriculum orientations originally proposed by Eisner and Vallance (1974). The Music Technology Curriculum Inventory (MTCI) was distributed nationally through the National Association for Music Education (NAfME) research service and through social media groups interested in TBMC. Data analysis and reporting of the N = 69 eligible responses consisted of descriptive statistics and basic qualitative content analysis of open-ended survey questions. Two exploratory groups were formed to compare agreement with academic rationalism and social reconstruction to select music technology curriculum items. Participants in this study reported high levels of non-traditional music student enrollment and a curricular approach that emphasized composition without the use of standard notation. Music educators seem to be utilizing recently developed web-based music software, and the cost of starting a music technology class appears to be decreasing. The results of this study contribute much needed national level baseline data to a discourse mainly consisting of case studies, advocacy articles, and self-reported descriptions of technology classes and programs.

Book excerpt: Student access to arts education and the quality of such instruction in the nation's public schools continue to be of concern to policymakers, educators, and families. Specifically, research has focused on questions such as: To what extent do students receive instruction in the arts? Under what conditions is this instruction provided? What is the profile of arts education instructors? (Ruppert and Nelson 2006). This study is the third of its kind to be conducted by the National Center for Education Statistics (nces) in the Institute of Education Sciences (ies), U.S. Department of Education, to provide national data that inform these issues. The first study was conducted in the 1994-95 school year to provide baseline data on public schools' approaches to arts education. The second study was conducted during the 1999-2000 school year to provide broader coverage of arts education issues by collecting the first national data on educational backgrounds, professional development activities, teaching loads, and instructional practices of elementary school teachers--self-contained classroom teachers, music specialists, and visual arts specialists. To update the information from a decade ago, Congress requested that the U.S. Department of Education's Office of Innovation and Improvement (oii) and nces conduct a new study that would borrow from and build on the previous studies. This study examines many of the issues from the previous studies, including the extent to which students received instruction in the arts; the facilities and resources available for arts education instruction; and the preparation, work environments, and instructional practices of music and visual arts specialists and non-arts classroom teachers. This study also addresses emerging issues such as the availability of curriculum-based arts education activities outside of regular school hours and the presence of school-community partnerships in the arts. In addition, the current study provides broader coverage of arts education instructors by including two new surveys for secondary music and visual arts specialists. Selected indicators on arts education in public elementary and secondary schools are organized into four sections, one for each arts education subject area--music, visual arts, dance, and drama/theatre. Using its Fast Response Survey System (frss), nces conducted the surveys during the 2009-10 school year, with the two school surveys and the collection of sampling lists for the teacher surveys starting in fall 2009. frss is a survey system designed to collect small amounts of issue-oriented data from a nationally representative sample of districts, schools, or teachers with minimal burden on respondents and within a relatively short period of time. The findings in this report have been chosen to demonstrate the range of information available from the frss study rather than to discuss all of the observed differences; they are not meant to emphasize any particular issue. The findings are based on self-reported data from public school principals and teachers. Where relevant, national findings are broken out by the poverty concentration at the school, measured as the percent of students eligible for free or reduced-price lunch.
