Book excerpt: In the 1880s, Southern boosters saw the growth of industry as the only means of escaping the poverty that engulfed the postbellum South. In the long run, however, as James C. Cobb demonstrates in this illuminating book, industrial development left much of the South's poverty unrelieved and often reinforced rather than undermined its conservative social and political philosophy. The exploitation of the South's resources, largely by interests from outside the region, was not only perpetuated but in many ways strengthened as industrialization proceeded. The 20th Century brought increasing competition for industry that favored management over labor and exploitation over protection of the environment. Even as the South blossomed into the "Sunbelt" in the late twentieth century, it is clear, Cobb argues, that the region had been unable to follow the path of development taken by the northern industrialized states, and that even an industrialized South has yet the escape the shadow of its deprived past.

This alliance is one of numerous labor-community coalitions to emerge increasingly over the past 20 years.""Labor-Environmental Coalitions: Lessons from a Louisiana Petrochemical Region"" traces the development of the Louisiana Labor-Neighbor Project from 1985 to the present, within the context of a long history of divisions between labor and community in the U.S. The Project continued after the lockout, thriving during 1990s, expanding from one community to four counties to include 20 local member organizations, and broadening its agenda from the original jobs crisis and pollution problems to address a wide range of worker, environmental health, and economic justice issues."" Labor-Environmental Coalitions"" explores the dynamics of the Louisiana coalition to offer lessons for other coalition efforts. The book seeks to understand coalitions as a necessary strategy to counteract the dominant forces of capitalist development. The author contends that the Labor-Neighbor Project, like labor-community coalitions generally, created a unique blend of politics shaped by the geographic nature industry's politics; by the relative openness of government; and by the class experience of labor and community members.The Louisiana Project demonstrates that for labor-community coalitions to thrive they must broaden their agenda, strengthen their leadership and coalition-building skills, and develop access to multiscale resources. The author argues that for labor-community coalitions to have longer term political impact, they should adopt an explicitly progressive approach by building a broader class and cultural leadership, and by demanding state and corporate accountability on economic, public health, and environmental justice issues.

Issues range from higher levels of poisonous wastes, carbon dioxide, and ozone, to greater than normal incidences of asthma and lead poisoning. The environmental justice movement, which has emerged in working class and low-income African American and Latino communities since the early 1990s, is an effort that is reinterpreting the definition of the environment as where we live, work, and play to connect new constituencies traditionally outside of the postwar environmental movement. Novotny documents this expanding constituency through case studies of four community groups ranging from South Central Los Angeles to Louisiana. Environmental racism is understood as yet another type of discrimination which results in a high incidence of environmental concerns in poorer communities due to what many activists see as discriminatory land use practices, decisions by industry that intentionally locate hazardous wastes in these communities, and the uneven enforcement of environmental regulations by federal, state, and local officials. Community leaders have added environmental causes to their fight against unemployment, impoverishment, and substandard housing. This study explores various attempts to put a halt to illegal practices and to broaden public awareness of the issues involved.

Book excerpt: This book is about politics and planning outside of cities, where urban political economy and planning theories do not account for the resilience of places that are no longer rural and where local communities work hard to keep from ever becoming urban. By examining exurbia as a type of place that is no longer simply rural or only tied to the economies of global resources (e.g., mining, forestry, and agriculture), we explore how changing landscapes are planned and designed not to be urban, that is, to look, function, and feel different from cities and suburbs in spite of new home development and real estate speculation. The book’s authors contend that exurbia is defined by the persistence of rural economies, the conservation of rural character, and protection of natural ecological systems, all of which are critical components of the contentious local politics that seek to limit growth. Comparative political ecology is used as an organizing concept throughout the book to describe the nature of exurban areas in the U.S. and Australia, although exurbs are common to many countries. The essays each describe distinctive case studies, with each chapter using the key concepts of competing rural capitalisms and uneven environmental management to describe the politics of exurban change. This systematic analysis makes the processes of exurban change easier to see and understand. Based on these case studies, seven characteristics of exurban places are identified: rural character, access, local economic change, ideologies of nature, changes in land management, coalition-building, and land-use planning. This book will be of interest to those who study planning, conservation, and land development issues, especially in areas of high natural amenity or environmental value. There is no political ecology book quite like this—neither one solely focused on cases from the developed world (in this case the United States and Australia), nor one that specifically harnesses different case studies from multiple areas to develop a central organizing perspective of landscape change.
