The special interest is focused on the economic performance of regional clusters in the Croatian economy. The main research question is: what characterises regional clusters in EU 27 and Croatia, and what are the main tendencies in cluster development? The cluster survey in this paper is focused on (i) the size and nature of the cluster, (ii) and which industrial activities in the clusters are performed. The purpose of this research is to analyse the importance of clusters and their influence on employment growth. The analysis is based on the theoretical framework of the cluster development and experiences in some old and new EU countries. The research shows that clusters in EU 27 and Croatia differ in many dimensions: the point they arise, the type of products and services they produce, their stage of development, and the business environment that surrounds them. The analysis of European regional clusters shows that most of European clusters are rather young. A large majority of them were created after 1970 and the development of regional clusters in Croatia begun even later. Namely, expansion of Croatian regional clusters mainly started after year 2005. The innovative activity of European clusters is relatively concentrated in few areas in Europe (West Germany and most regions of Austria, the North and East of France, the South-east part of United Kingdom, the Netherlands and in some Scandinavian countries, mostly in Sweden). Our research selected the most dominated clusters in EU-27 and Croatia: the agricultural products cluster, the construction cluster, the IT cluster, the tourism and hospitality cluster and the transportation and logistics cluster. The investigation confirms that in the agricultural products cluster the highest number of employees has the region of the Mediterranean Spain, and in the construction cluster, the IT cluster, the tourism and hospitality cluster and the transportation and logistics cluster has Italy. Majority of clusters in Croatia function in manufacturing and agriculture sector, have more than 500 employees (40% of all), mainly are financed by membership (68%), and produce for Croatian market (72%).

Croatian regional policy is still based on old-fashioned instruments such as tax relief's and intergovernmental transfers, while a meaningful approach to supporting regional growth and competitiveness is lacking. Accession process could become a catalyst for setting up new and modern regional policy, but on the other hand it could result with having two parallel systems of supporting regional development based on entirely different principles. On the basis of the identified trends in European regional policies and the analysis of current regional development and regional policy context, the paper provides recommendations for improvement of the current policy approach.

Book excerpt: As a candidate country, which is ready to end negotiation process with EU in 2010, Croatian regional policy is closely tied into the EU accession strategy. A major objective will be to prepare for the introduction of EU cohesion policy and the Structural Funds. The pre-accession funds will contribute to that effort. This will require a significant effort on the part of the government to strengthen the institutional base for the management of the Funds - from the centre of government to regions across the country. The National Strategy for Regional Development will be a major part of that effort. The central logic of the Structural Funds (2007-2013) is that concentrating much of their resources on the least developed member states and regions, EU regional and cohesion policy can contribute to reducing disparities while raising the competitiveness of the EU as a whole. The outcome of this debate over the next years will have significant repercussions on the direction and management of new regional policy in Croatia. The national strategy sets the context for balanced regional development both at national and sub-national level as well as draws attention to development needs of the 'assisted areas' as well as counties highlighting their different development profiles. It brings together the main analytical parts: policy framework, institutional context and finally an assessment of the existing development interventions on county, NUTS 2 and assisted areas level. As Croatia actively prepares for accession to the EU, it is crucial that it is well prepared for the implementation of EU regional policy issues. It means that national documents and new adopted legislation should be in line with EU legal framework and procedures. In the paper will be analyzed complementarities between Croatian and EU legislation, with emphasize on Croatian regional development strategy issues.

Previous empirical and theoretical studies usually argued that international competitiveness and export orientation promotes regional convergence and enables less developed regions to increase economic growth through enhanced productivity and efficiency. The main hypothesis tested is that international trade is less significant in explaining regional growth differentials in Croatia. The method used for the analysis is a panel data model which is based on conditional convergence hypothesis. The model is oriented to identification of factors which explain growth differentials of Croatian counties, including variables related to international competitiveness. The fundamental result obtained is empirical evidence for conclusion that international trade is not to be assumed as a key determinant of the regional convergence process in Croatia. Regional growth in Croatia is primarily determined by quality of human capital, investments in fixed assets and structural features of individual Croatian counties. The main conclusion on the basis of the results is that in the past period, regional growth was primarily determined by domestic demand of households and government. The highest growth was recorded in counties in which public funds were invested in infrastructural projects and counties specialised in production of services for personal consumption. However, the role of international trade in the regional economic growth can be more pronounced in the future as a result of limited domestic demand. Improved international competitiveness is a prerequisite for successful and sustainable regional development.
