Lgs. 29/1993, in quanto in parte ancora applicabili ai primi sistemi contrattuali di natura privatistica. Scopo del testo è, dunque, quello di fornire ai dirigenti e ai responsabili degli uffici del personale, nonché a tutti coloro che, a vario titolo, nutrono un interesse specifico o generale nella materia (professionisti, amministratori, dirigenti, sindacati, etc.), uno strumento di agevole consultazione nella pratica operativa quotidiana, nonché una guida coordinata ed aggiornatissima delle numerose disposizioni contrattuali che si sono succedute nel tempo, in ambiti regolati da un quadro normativo di riferimento spesso complesso ed eterogeneo. Le prime tre parti dell'opera sono dedicate alla contrattazione collettiva nazionale (del personale non dirigente, dei dirigenti e dei segretari comunali e provinciali) ed è aggiornata alle ultime tornate contrattuali (CCNL Funzioni Locali triennio 2019-2021), mentre le altre parti dell’opera sono dedicate ad altri residuali assetti di contrattazione collettiva nazionale che interessano la specifica area contrattuale delle Funzioni Locali. L'appendice, infine, che completa l’opera nel suo insieme, contiene i decreti del Presidente della Repubblica anteriori alla privatizzazione del rapporto di pubblico impiego (dal DPR n. 191/1979 al DPR n. 333/1990), in quanto non di rado la loro applicazione, per talune parti, risulta ancora di attualità (vedi il sistema di indennità, la costituzione dei fondi, etc.). Il volume è aggiornato al CCNL dirigenza funzioni locali 2019-2021 del 16 luglio 2024, all’accordo d’integrazione dell'ACNQ del 12 aprile 2022 in materia di costituzione delle rappresentanze sindacali unitarie del 6 maggio 2024, nonché al CCNQ per la definizione dei comparti e delle aree di contrattazione collettiva nazionale di lavoro (2022-2024) del 22 febbraio 2024.

With these new policies, a significant number of jobs and wages have been cut in the public sector. A number of expenditure items related to education and training have also been cut. While budgetary reforms seek to ensure a more balanced and sound economic policy, they may generate new work inequalities among public sector employees, most particularly among women, who account for a considerable proportion of public sector employment. Cuts in education and training may also have an impact on the quality of human capital in both the public and private sectors, despite the fact that the recent crisis has shown the value of education as employees with better skills and training are more likely to maintain their jobs and incomes. The authors explore a number of questions, including: what types of reform have been implemented in the public sector and what are their implications in both the short and long term? On the economic side, what will be the impact on wages, and on job quantity and quality? On the social side, what will the effects be on inequality and social cohesion? And what will be the outcome for, and potential role of, social partners and social dialogue?
