Paradoxically the imminent collapse of communism had been predicted frequently by Western observers during the early years of the Bolshevik rule. With the victory of the Second World War those voices were muted and the West accomodated with the existence of an obviously stable, mighty and economically expanding country.1 The breakdown of communism in 1991 had been anticipated by few contemporary scholars, although the majority were aware of the symptoms of a deep crisis. In this essay I will argue that in order to better understand the collapse of communism in the Soviet Union, a central role must be given to the economy and its effects on other areas. Most symptoms of the crisis and the ultimate breakdown of the system can in fact be attributed to the impact of economic failure. Whereas, economic modernization was the motor of success in the early decades, the economy became the weakest link of the Soviet system in the later period as its structural shortcomings deeply effected other areas as well. The first part of this essay is intended to briefly outline the central role the economy played in the development of Soviet socialism. Very little has been published on this issue—no surprise in a system that controls centrally both politics and the economy, with an emphasis on rapid economic development. The absence of meaningful Soviet research led the Federal Institute for East European and International Studies in Cologne to sponsor an international interdisciplinary conference on the subject. Contributions to the resulting book cover three main areas. The first includes the impact of traditional Russian political culture on contemporary Soviet economic thinking and behavior, the rank of economic aims in the priority system of Soviet politics, and the function of economic institutions in the implementation of political aims. The second concerns the role of political lobbies in the economy and repercussions of economic change for Soviet politics. Foreign economic relations and the USSR's foreign policy make up the third area. The concluding discussion reviews the state of international research and identifies areas for future study.

Book excerpt: The word blat refers to the system of informal contacts and personal networks which was used to obtain goods and services under the rationing which characterised Soviet Russia. Alena Ledeneva's book is the first to analyse blat in all its historical, socio-economic and cultural aspects, and to explore its implications for post-Soviet society. In a socialist distribution system which resulted in constant shortages, blat developed into an 'economy of favours' which shadowed an overcontrolling centre and represented the reaction of ordinary people to the social constraints they faced. In social and economic terms, blat exchanges became vital to the population, and to the functioning of the Soviet system. The book shows that the nature of the economic and political changes in contemporary Russia cannot be properly understood without attention to the powerful legacy of the blat economy.

Book excerpt: The book is concerned with the right of an employee of a Soviet state enterprise to keep his existing job, unless he/she voluntarily quit it to search for another, and with the maintaining of overfull employment in all regional labor markets of the Soviet Union. The author hypothesises that over most other objectives to preserving these conditions favorable for labor. This hypothesis is contrasted with that which explains the low unemployment and low dismissal rate in the Soviet Union simply by the oberheating of the economy, finding a parallel here with capitalist economies in high-boom periods. The novelty of the book is twofold. It is the first examination of the Soviet economy from the theoretic viewpoint described above. Second, it is a full length treatment of labor markets in the Soviet Union and is the first study of such markets since that of Abram Bergson published in the 1940s. Indeed, no similar treatment of labor markets exists for any centrally planned socialist economy.
