It also reviews social protection from a much wider perspective and extends coverage of social protection in terms of both the proportion of the population with access to the social protection scheme and the types of risks faced by the households and by society as a whole. The book also gives attention to reforms of civil service pensions.

Book excerpt: In many Asia-Pacific countries, social security systems - which include pension and healthcare systems - are weak in terms of its coverage and benefits, with a significant proportion of the population left out of the system. These systems are now being challenged in the face of rapid population aging, which is compounded by the 2008 global financial crisis, with tighter budgetary and fiscal constraints in place despite greater needs for higher level of old-age related expenditure and better social safety net. Re-examination of the social protection system at the country level is needed. On that note, this new book Strengthening Social Protection in East Asia is timely as it investigates each system through a handful of distinct issues relevant to the region, along with some policy prescriptions and feasible reform measures.

It has reflected the political dominance within the region of predatory and technocratic elements, and the relative weakness of progressive elements. From the mid-1980s, democratisation, the emergence of political entrepreneurs seeking to mobilise mass electoral support, and the occurrence of severe economic and social crises generated pressure on governments within the region to strengthen their social protection systems. But while such developments shifted policy in a more progressive direction, they have been insufficient to produce far-reaching change. Rather, they have produced a layering effect. Innovations have built upon pre-existing policy and institutional arrangements without fundamentally altering these arrangements, ensuring that social protection systems continue to have strong conservative, productivist and predatory attributes.

Second, the book analyses strategies and specific initiatives used by the selected East Asian countries (China, India, Indonesia, the Philippines, Thailand, and Vietnam), designed to progress towards the social protection goals underlying the Social Development Goals (SDGs) adopted by the United Nations in September 2015, and endorsed by the countries covered in this book. Finally, the book provides a framework for generating fiscal space to fund the social protection programs and initiatives. The country chapters utilise this framework in the context of each specific country to suggest generating fiscal space.
