Although factors such as degree of pressure exerted by international actors, ambiguity in the treaty language and a regime's 'lack of teeth' (enforcement and sanctioning mechanism) do affect participation, this book investigates whether internal (domestic) factors may ultimately be responsible for influencing why a state resists or joins international treaty regimes. The volume draws on United Nations treaty ratification data from three different issue areas - arms control, environment and human rights - to study the participation patterns of democracies and non-democracies in international treaty regimes. Incorporating two in-depth case studies on the United States and China, the author traces the impact of domestic institutional structure, state capacity and internal social norms on state decisions to resist or participate.

The inquiry begins by building on past theories of types of political behavior and who participates in each type. Then six dimensions of political participation are constructed and tested using a survey dataset from the Asian Barometer Survey. The findings from this empirical analysis indicate that Asians also fall into six political behavior types.The analysis continues with an examination of social characteristics (such as age, gender, income, etc.) that help determine with which type of participation one will be involved. After examining participation in the region as a whole, the scope of this book turns to a quantitative investigation of individual countries in Asia.

Book excerpt: This book provides an innovative theoretical and empirical exploration of the political participation and democratic capability of people living in authoritarian states. Merging perspectives from sociology and political science, the book demonstrates that despite autocratic restrictions on opposition, there is often still leeway for people to express themselves as political agents and to develop democratic capability. The first two chapters problematise political participation and develop an interdisciplinary three-domain framework that allows for critical engagement with and appreciation of the contexts and varied ways in which participatory activities occur. This framework is applied to analyse six country case studies: Singapore, Jordan, Belarus, Cuba, Nigeria, and Vietnam. Drawing on a range of data sources and different analytical entry points, the book investigates the substantive opportunities people have in exercising political agency and the implications for democratic capability.
