For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor.

As a concept, welfare regime emphasizes both stability over change and divergence between country clusters over convergence. Studying on concrete policy instruments rather than spending patterns and focusing on policies introduced to protect workers against the risk of unemployment and the loss of income, this chapter explores potential patterns of commonality and difference in the social policy responses to the COVID-19 pandemic in four distinct welfare regimes: the Bismarckian, the Nordic, the liberal, and the Southern European regimes. To add focus to our comparison, we focus on policies introduced to protect workers against the risk of unemployment or the loss of income as result of non-pharmaceutical interventions (lockdowns, school closures, etc.) to contain the spread of the virus. The emphasis of the analysis is on concrete policy instruments that have been expanded or even created to address the COVID-19 crisis with regard to employment and unemployment. The pandemic and near-universal lockdown have provided an ideal cut-off date for the collection of indices from reputable academic sources that cover the nature of these regimes, individual human freedoms, economic freedoms, the rule of law, human rights and media freedoms. The aggregated findings from the 20 individual indices provide comprehensive data to support original findings and the characterisation of societies in 45 European states. Admittedly, there are differences in the methodologies and samples among the indices consulted. Nonetheless, taken together they offer a solid basis for developing arguments concerning the diversity of regimes, governance and societies in Europe and drawing well-founded conclusions on the nature of society in various parts of Europe. Though the book’s main focus is on the Western Balkans, the region is put in a pan-European context. The issues of migration, minorities, global geopolitics, the crisis of liberal democracy – they all play into developments that are specific to the Western Balkans. The book answers the question of whether the pandemic has allowed local regimes to strengthen their power and exert greater control over society, making it possible to formulate arguments regarding the future of Europe and its integrative processes. In closing, the book investigates Western Balkan regimes’ reactions to the pandemic in the context of governance, society and state power, before addressing the question of whether the future of the Western Balkans lies in the “liberal club”, or whether local hybrid regimes will become even more influential in the near future.

Examination of key events of the political history of the two regions reveals that a participant political culture as the anchor of democracy was more developed in the north than in the south. Important measures of democracy as well as election results during the 2020-22 period of the COVID-19 outbreak demonstrate and reinforce the same distinctions between the two regions. Further, this detailed study of public administration problems such as corruption, accountability, trust, and the number of deaths from COVID-19 also disclose that such problems characterized both regions but were more pronounced in the southern states. In addition, the rise of populism and authoritarianism injected severe challenges in the midst of administrative preoccupation with the many harmful effects of the virus.

It examines the early evidence of the effects of Covid-19 on labour markets. The evidence and the analysis are provided at a time when the pandemic is still in progress. The future progress of Covid-19 and government containment measures is uncertain, and the full economic consequences will probably continue to emerge after the end of the pandemic. The full extent of the impact on labour will probably not be the first of these. Nonetheless the possibility of learning lessons from the early stages of the pandemic is sufficiently important to make the exercise valuable. The study suggests that, despite efforts to support firms and hoard labour, there is a prospect of a significant number of firm closures with a consequent loss of employment. Temporary firm closures also represent a substantial loss of labour weeks. These are partly related to a significant number of workers subject to furloughs. Both temporary closures and furloughs impose costs that will be borne by firms, workers and government. The effects of Covid-19 on firms differ across sectors. Adverse effects tend to be higher in hospitality, non-essential retail and travel. A degree of gender segregation means that these are sectors with a high proportion of female workers and, in consequence, most of the countries in the sample exhibit an early decline of the share of women in employment. That many firms lack the capacity to survive further temporary closures of a similar duration to those in the earlier stages emphasises that the support provided in the near future is of critical importance to control employment losses through permanent firm closures.

The 2020 Disaster Management Act saw the state sweep through rural areas, targeting funerals and other customary practices as potential ‘super-spreader’ events. This unprecedented clampdown produced widespread disruption, fear and anxiety. The authors build on path-breaking work concerning local responses to West Africa’s Ebola epidemic, and examine the HIV/AIDS pandemic, to understand the impact of the Covid crisis on these communities, and on rural Africa more broadly. To shed light on the role of custom and ritual in rural social change during the pandemic, Covid and Custom in Rural South Africa applies long-term historical and ethnographic research; theories of people’s science, local knowledge and the human economy; and fieldwork conducted in ten rural South African communities during lockdown. The volume highlights differences between developments in Southern Africa and elsewhere on the continent, while exploring how the former apartheid homelands–commonly, yet problematically, represented as former ‘labour reserves’–have since been reconstituted as new home-spaces.
