It examines the developments of the past twenty years, such as a renewed upswing in popular mobilization, the ending of violent conflicts and military governments, new struggles and a relatively more democratic climate. It shows that, from southern Chiapas to Argentina, social movements in the 1990s and especially in the 2000s, have reached new heights of popular participation. There is a lack of research on the politics of this region in the contemporary era of globalization, this volume partially fills the void and offers a rich resource to students, scholars and the general public in terms of understanding the politics of mass mobilization in the early twenty-first century. The contributors each address social movement activity in their own nation and together they present a multidisciplinary perspective on the topic. Each chapter uses a case study design to bring out the most prominent attributes of the particular social struggle(s), for instance the main protagonists in the campaigns, the grievances of the population and the outcomes of the struggles. This Handbook is divided into seven substantive themes, providing overall coherence to a broad range of social conflicts across countries, issues and social groups. New and alternative social movements are studied through the prism of identified linkages among the left, movement identities and global processes in the Spanish context. Weight is given to certain important historical aspects, like Spain’s relatively recent authoritarian past, and certain value-added factors, such as the weak associationalism and materialism exhibited by the Spanish public. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.

Book excerpt: A historic shift has occurred in the organizational structures through which the lower classes in Latin America express voice and find political representation. With the political and economic reforms of the 1980s and 1990s, networks of community-based associations and nongovernmental organizations replaced party-affiliated labor unions as the predominant organizations to which the lower classes turned. This volume examines the new “interest regime” in Argentina, Chile, Peru, and Venezuela through two extensive surveys—one of individuals and one of associations—undertaken in those nations’ capital cities. Contrary to common perceptions, the new interest regime is neither a vibrant, autonomous civil society nor a set of weak, atomized organizations. Participation in associations is generally high, compared to “direct action” as a strategy for pursuing collective interests, and associations more frequently coordinate and engage the state than has sometimes been assumed. However, various forms of interaction with the state pose a classic trade-off between representation and state control, and the new interest regime is marked by representational distortion, in that the lower classes are less likely to use the new structures than the middle classes. Within these general patterns, distinct national models are emerging. This volume represents the most ambitious and systematic effort to date to examine individual participation and associational life in Latin America and to carry out a cross-national analysis of new forms of political representation.

Book excerpt: The western economic and financial crisis began with the collapse of Lehman Brothers in 2008 and led the European Union countries into recession. After this, governments started to implement austerity measures, such as cuts in public spending, including public subsidies and jobs, and rising prices. In this context, Europe started to experience a wave of protest movements. Individuals started to use the manifold interactive digital media environment to both fight against the austerity measures and find alternative ways of claiming their democratic rights. Inspired by the 2011 Arab Spring and the Occupy Wall Street movement in New York (USA), the Occupy LSX encampment in Central London (UK), The Outraged (Los Indignados)/ 15M encampment in Central Madrid (Spain), the Syntagma Square’s Outraged movement in Athens (Greece) and the March 12th Movement in Lisbon (Portugal), although short-lived, epitomize an emerging alternative politics and participation via the media. This wave has promoted a debate on how the realm of politics is changing, as citizens broaden their ideas of what political issues and participation mean. Beyond the Internet examines the technological dimension of the recent wave of protest movements in the United Kingdom, Spain, Portugal, Greece, and Ireland. Offering an opportunity to achieve a better understanding of the dynamics between society, politics and technology, this volume questions the essentialist attributes of the Internet that fuel the techno-centric discourse. The contributors illustrate how all these protest movements were active in the social media and garnered high levels of media attention and public visibility, in spite of their failure to achieve their political goals. As intra-elite dissent was pivotal in understanding the Arab uprisings, the coalition of national ruling elites with European institutions in terms of austerity strategy is essential in understanding the limits of media/technology power and, therefore, the dissociation between communication and representative power.
