Book excerpt: Economic behavior is governed by two major sets of boundary conditions: environmental and technological factors on the one hand, and conditions of social organization on the other hand. Indeed, social scientists are often particularly interested in the framework of exchange relationships: exchange of goods, services, personnel, and information. Economic exchanges lend concrete manifestations to social relations that themselves may transcend the economic realm and that otherwise are often difficult to trace. Yet in social science research in Southeast Asia, the area of economic studies has lagged behind, despite the great study potential represented by the tremendous diversity of its physical and human environment. Economic Exchange and Social Interaction in Southeast Asia attempts to take advantage of that opportunity. As a number of the contributions to this volume show, many if not most of the systems organized on very different levels of integration interact with each other. Taken as a whole, they provide evidence of the incredible diversity of economic and social systems that may be investigated in Southeast Asia.

Book excerpt: Burma (Myanmar) is a Southeast Asian country that is emerging from crisis after more than a half century of hard-line military rule and cultural, diplomatic and economic isolation. With the dissolution of its military regime, the State Peace and Development Council, in 2011, a formally civilian but military-dominated constitutional government was inaugurated. By 2012, Burma’s president, retired General Thein Sein, had established a working relationship with Daw Aung San Suu Kyi, the leader of the country’s pro-democracy movement since 1988, and after a 2012 by-election she and members of her opposition party, the National League for Democracy (NLD), entered the new Union Parliament as legislators. However, even with the election victory of Daw Suu Kyi and the NLD in the General Election of November 2015, Burma faces daunting challenges: it is still one of the poorest countries in Southeast, fissured by longstanding ethnic conflicts that have made a nationwide peace agreement elusive and its people’s security and the environment are threatened by foreign economic exploitation. Religious discord is also widely evident, as Buddhist militants instigate violence against the country’s religious minorities, especially Muslims. Today Burma’s prospects are the most hopeful they have been for over half a century, as the country takes steps along the road to a more open society and economy. This edition of the Historical Dictionary of Burma (Myanmar) encompasses not only current developments, but also Burma’s over 1,500 years-old recorded history and the most important features of its cultures, ethnicity, religions, society and economy. This is done through achronology, an introduction, and an extensive bibliography. Therefore, all will be interested in this unique narrative by Admiral Wallin. The Navy has long needed a succinct account of the salvage operations at Pearl Harbor that miraculously resurrected what appeared to be a forever shattered fleet. Admiral Wallin agreed to undertake the job. He was exactly the right man for it _ in talent, in perception, and in experience. He had served intimately with Admiral Nimitz and with Admiral Halsey in the South Pacific, has commanded three different Navy Yards, and was a highly successful Chief of the Bureau of Ships. On 7 December 1941 the then Captain Wallin was serving at Pearl Harbor. He witnessed the events of that shattering and unifying "Day of Infamy." His mind began to race at high speeds at once on the problems and means of getting the broken fleet back into service for its giant task. Unless the United States regained control of the sea, even greater disaster loomed. Without victory at sea, tyranny soon would surely rule all Asia and Europe. In a matter of time it would surely rule the Americas. Captain Wallin salvaged most of the broken Pearl Harbor fleet that went on to figure prominently in the United States Navys victory. So the account he masterfully tells covers what he masterfully accomplished. The United States owes him an unpayable debt for this high service among many others in his long career.

The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. Second, it aims to advance or renew understandings of social challenges, risks, or inequities that were already in place, and which, without further or better action, are to be features of our “post-pandemic world” as well. This volume also contributes to the ongoing efforts to de-centre and decolonise knowledge production. It endeavours to help secure a place within these debates for a region that was among the first outside of East Asia to be forced to contend with COVID-19 in a substantial way and which has evinced a marked and instructive diversity and dynamism in its fortunes.

Exploration of the Seas assesses the feasibility and potential value of implementing a major, coordinated, international program of ocean exploration and discovery. The study committee surveys national and international ocean programs and strategies for cooperation between governments, institutions, and ocean scientists and explorers, identifying strengths, weaknesses, and gaps in these activities. Based primarily on existing documents, the committee summarizes priority areas for ocean research and exploration and examines existing plans for advancing ocean exploration and knowledge.
