Simpson case, then the Lewinsky-Clinton affair, and scores of minor scandals have dominated the US press, often taking precedence over important domestic and international issues. This tabloidization of the news media, both here and abroad, has proved that "the market" cannot insure media quality. In a democracy, for media to function well, they must be free of both political and economic muzzling. The only solution is to add self-regulation, or quality control, by professionals and public to the other two forces, the market and state regulation. In this controversial volume, Claude-Jean Bertrand sets out to define a set of accountability systems--democratic, efficient, and harmless--to insure true freedom and quality of media. This brief, highly literate volume focuses not on philosophical foundations of media ethics or case stories, but on what is now missing in the codes. Many books deal with media ethics but few deal with accountability. Media Ethics and Accountability Systems zeroes in on the many nongovernmental methods of enforcing "quality control," and on the difficulty of getting the media microcosm to accept such accountability. To remedy this lack, Bertrand proposes rethinking existing "media accountability systems," some 30 to 40 in number, and creation of new ones. He observes that existing systems are rooted in four basic approaches: training: the education of citizens in media use and the incorporation of ethics courses in journalistic education; evaluation: criticism (positive and negative) not only from politicians, consumerists, and intellectuals, but from media professionals themselves; monitoring: by independent, academic experts over extended periods of time into the long-term effects; and feedback: giving ear to the various segments of media users and their needs and tastes, rather than scrutinizing sales and ratings. Media Ethics will be of particular interest to academics in the fields of communication and journalism, as well as to the general reader with an interest in public issues and a civic concern for society.

Book excerpt: This book offers a thorough appraisal of Operation Allied Force, NATO's 78-day air war to compel the president of Yugoslavia, Slobodan Milosevic, to end his campaign of ethnic cleansing in Kosovo. The author sheds light both on the operation's strengths and on its most salient weaknesses. He outlines the key highlights of the air war and examines the various factors that interacted to induce Milosevic to capitulate when he did. He then explores air power's most critical accomplishments in Operation Allied Force as well as the problems that hindered the operation both in its planning and in its execution. Finally, he assesses Operation Allied Force from a political and strategic perspective, calling attention to those issues that are likely to have the greatest bearing on future military policymaking. The book concludes that the air war, although by no means the only factor responsible for the allies' victory, certainly set the stage for Milosevic's surrender by making it clear that he had little to gain by holding out. It concludes that in the end, Operation Allied Force's most noteworthy distinction may lie in the fact that the allies prevailed despite the myriad impediments they faced.

The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. Book excerpt: This report examines the reasons Slobodan Milosevic, the then president of the Federal Republic of Yugoslavia, decided on June 3, 1999, to accept NATO's conditions for terminating the conflict over Kosovo. Drawing in part upon the testimony of Milosevic and other senior Serb and foreign officials who directly interacted with Milosevic, the report analyzes (1) the assumptions and other calculations that underlay Milosevic's initial decision to defy NATO's demands with regard to Kosovo, and (2) the political, economic, and military developments and pressures, and the resulting expectations and concerns that most importantly influenced his subsequent decision to come to terms. While several interrelated factors, including Moscow's eventual endorsement of NATO's terms, helped shape Milosevic's decision to yield, it was the cumulative effect of NATO air power that proved most decisive. The allied bombing of Serbia's infrastructure targets, as it intensified, stimulated a growing interest among both the Servian public and Belgrade officials to end the conflict. Milosevic's belief that the bombing that would follow a rejection of NATO's June 2 peace terms would be massively destructive and threatening to his continued rule made a settlement seem imperative. Also examined are some implications for future U.S. and allied military capabilities and operations.

Book excerpt: Five years after the fall of Slobodan Milosevic, it is still not clear where Serbia is heading. Indeed, it is not yet clear what, or even where Serbia is. Serbia's borders and statehood remain open questions: the future status of Kosovo is unresolved and the survival of the State Union with Montenegro in doubt. As long as Serbia does not know what and where it is, its progress towards EU integration will be impeded. The political agenda remains heavily burdened by these open questions, and the baneful legacies of Milosevic's misrule. These divert politicians' attention from the equally demanding challenges of preparing for EU integration. Serbia needs to redefine its national identity and statehood in order to become capable of integrating into the EU. Serbia matters. With a population of 7.5 million, it is by far the largest country in the Western Balkans, and, as such, of crucial importance for the stability of the whole region. While the Serbs want to 'join Europe', they still do not fully trust it, and the feeling is reciprocated. Both sides now need to work to overcome their mutual incomprehension. This Chaillot Paper aims to make a start on that.

Book excerpt: This book presents an analysis of five anticorruption agencies (ACAs) from Serbia, Macedonia and Croatia, exploring the impact of organisational factors and leadership on their enforcement patterns during the first decade of the transitional reforms (2001-2012). Contrary to the conventional theory of agency insulation, the analysis reveals that the ACAs’ de facto autonomy was not crucially shaped by their statutory independence, but rather by the reputational management of their leaders. The book draws on a mixture of qualitative and quantitative analysis to document these reputational strategies and how they shaped the ACAs’ de facto autonomy. The findings also suggest that that the ACAs’ organisational model – defined by the delegated mandate and powers (preventative vs suppressive) – represented a key variable that mediated under which conditions high de facto autonomy can be achieved. The book offers contributions to the study of anticorruption policy and ethics regulation, as well as the wider inquiry into drivers of agency independence, particularly in transitional contexts.
