Kennedy announced the formation of the Alliance for Progress, a program dedicated to creating prosperous, socially just, democratic societies throughout Latin America. Over the next few years, the United States spent nearly $20 billion in pursuit of the Alliance's goals, but Latin American economies barely grew, Latin American societies remained inequitable, and sixteen extraconstitutional changes of government rocked the region. In this close, critical analysis, Stephen Rabe explains why Kennedy's grand plan for Latin America proved such a signal policy failure. Drawing on recently declassified materials, Rabe investigates the nature of Kennedy's intense anti-Communist crusade and explores the convictions that drove him to fight the Cold War throughout the Caribbean and Latin America--a region he repeatedly referred to as "the most dangerous area in the world." As Rabe acknowledges, Kennedy remains popular in the United States and Latin America, in part for the noble purposes behind the Alliance for Progress. But an unwavering determination to wage Cold War led Kennedy to compromise, even mutilate, those grand goals.

As the chapters in this book illustrate, these technological transfers have taken various forms, including the training of Latin American military personnel in surveillance and torture and the provision of political and logistic support for campaigns of state terror. The human cost for Latin America has been enormous—thousands of Latin Americans have been murdered, disappeared, or tortured, and whole communities have been terrorized into silence. Organized by region, the essays in this book address the topic of state-sponsored terrorism in a variety of ways. Most take the perspective that state-directed political violence is a modern development of a regional political structure in which U.S. political interests weigh heavily. Others acknowledge that Latin American states enthusiastically received U.S. support for their campaigns of terror. A few see local culture and history as key factors in the implementation of state campaigns of political violence. Together, all the essays exemplify how technologies of terror have been transferred among various Latin American countries, with particular attention to the role that the United States, as a "strong" state, has played in such transfers.

Among the many spatial and graphic terms used to describe cities in urban studies, the word target is rarely encountered. Though equally spatial, it differs from these others by implying some motive force, and, more than that, a force with some intentionality. To target is to aim, to project, and ultimately to impact. It suggests a space of violence, or at least action, or movement resulting in displacement, which most other terms do not. In that sense it is useful, underused, and perhaps revelatory. Rather than approach the city as simply a site of growth, processes, and developments, the contributors to this volume treat it as the recipient of attentions. The work draws on a wide variety of geographical sites and historic monuments in order to explore this concept, examining and challenging current urban theories. In the early twentieth century, the Toba were defeated by the Argentinean army, incorporated into the seasonal labor force of distant sugar plantations, and proselytized by British Anglicans. Gastón R. Gordillo reveals how the Toba’s memory of these processes is embedded in their experience of “the bush” that dominates the Chaco landscape. As Gordillo explains, the bush is the result of social, cultural, and political processes that intertwine this place with other geographies. Labor exploitation, state violence, encroachment by settlers, and the demands of Anglican missionaries all transformed this land. The Toba’s lives have been torn between alienating work in sugar plantations and relative freedom in the bush, between moments of domination and autonomy, abundance and poverty, terror and healing. Part of this contradictory experience is culturally expressed in devils, evil spirits that acquire different features in different places. The devils are sources of death and disease in the plantations, but in the bush they are entities that connect with humans as providers of bush food and healing power. Enacted through memory, the experiences of the Toba have produced a tense and shifting geography. Combining extensive fieldwork conducted over a decade, historical research, and critical theory, Gordillo offers a nuanced analysis of the Toba’s social memory and a powerful argument that geographic places are not only objective entities but also the subjective outcome of historical forces.
