Book excerpt: This book offers a comprehensive, article-by-article legal commentary on the United Nations Convention Against Transnational Organized Crime and its Protocols on trafficking in persons, smuggling of migrants, and trafficking in firearms and ammunition. The Convention- often referred to by the acronym UNTOC- was approved by the UN General Assembly on 15 November 2000 and made available for governments to sign at a high-level conference in Palermo, the heartland of the Italian Mafia, on 12-15 December 2000. For this reason, UNTOC is sometimes also referred to as the 'Palermo Convention'. The Convention entered into force on 29 September 2003. The purpose of UNTOC is to promote cooperation to prevent and combat transnational organized crime more effectively. UNTOC seeks to promote consistency among national legal systems and set standards for domestic laws so that States parties can effectively combat transnational organized crime. UNTOC is supplemented by three protocols: the Protocol against the Smuggling of Migrants by Land, Air, and Sea, the Protocol to Prevent, Suppress, and Punish Trafficking in Persons, especially Women and Children, and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components, and Ammunition. Article by article, this books presents the text of each provision of the Convention and the Protocols, followed by a systematic analysis of their background and negotiating history, their interpretation by the Conference of the Parties and its working groups, in judicial decisions by domestic and international courts, , in the academic literature, and in official material published by international organisations, chief among them the United Nations Office on Drugs and Crime (UNODC), the guardian of UNTOC and the Protocols. The authors offer critical, scholarly commentary. The book serves as a compendium for those using, researching, or studying provisions under UNTOC and the Protocols and as a handbook for those charged with implementing and enforcing them.

Book excerpt: The remarkable story of how a large public-private partnership worked to control and defeat riverblindness—a scourge which had devastated rural communities and impeded socioeconomic development throughout much of Sub-Saharan Africa for generations. Riverblindness (onchocerciasis)—a pervasive neglected disease, transmitted by the blackfly, that causes horrific itching, disfigurement, and loss of vision—is also known as "lion's stare" in reference to the fixed, lifeless glare of the eyes blinded by the disease. The disease has destroyed countless lives for generations, particularly in Africa. Its effects are so devastating that the areas where it is most common (large expanses of land around rivers where the fly breeds) end up abandoned as villages move farther and farther away to more arid environments in order to escape the fly-biting, and hence the disease. The disease devastates communities from multiple angles: a large portion of each stricken community's population is disabled, often permanently blind in the prime of life, placing a burden on the rest, and communities' efforts to escape infection force them to move to areas where farming is less productive. To defeat riverblindness would not only release these communities from the heavy toll of the disease, but would also open more fertile areas in Africa to be inhabited, thus alleviating extreme poverty. These were the goals of the World Bank, led by then-president Robert McNamara, when launching a partnership to combat riverblindness more than forty-five years ago. In this book, Bruce Benton tells the remarkable story of that partnership's success. An authoritative account of the launch and scale-up of the effort, the book covers the transformation of the fight from a top-down high-tech operation to a grassroots drug treatment program covering all of endemic Africa. How, Benton asks, did the effort become such a unique partnership of UN agencies, donors, NGOs, a major pharmaceutical company, universities, African governments, and the stricken communities themselves? Highlighting the importance of disease control in alleviating absolute poverty and promoting development, Benton examines the key developments, individuals, and notable qualities of the partnership in realizing success. The shipbreaking yards in these countries are not only detrimental to the marine and coastal environment but also represent significant health hazards to local people and workers. Given the global importance of the issue, an effective legal and institutional framework for a sustainable operation of the shipbreaking industry is desperately needed. Sitting at the intersection of three distinct fields – environmental justice, international environmental law and international maritime law – this book offers an innovative take on the issues surrounding the shipbreaking process. Drawing on the case study of Bangladesh due to its prominence in the shipbreaking industry, the author implements an environmental justice framework to examine the issues of sustainability surrounding shipbreaking, and analyses the relationship between social development, economic development and environmental protection. Maritime perspectives of environmental justice will also be highlighted through a discussion of the International Maritime Organization’s role in the implementation of the Hong Kong Convention in developing countries.
