Book excerpt: The study aims to examine, determine and indentify the performance level of efficiency and effectiveness of solar powered (photovoltaic) pump system compared to other two conventional methods of water pumping namely - the electric-driven and diesel-driven pumps for the period 2002 to 2006. specifically, this study has four major objectives : (1) to determine the cost efficiency of solar powered pump compared with that of electric-driven and diesel-driven pumps in water supply application; (2) to analyze and evaluate operational effectiveness of the solar powered pump compared with the other traditional water pumping systems; (3) to identify different problems associated to the different water pumping systems; (4) to provide recommendations to the different problems observed. In this study, the researcher used the descriptive-quantitative method by drawing data from survey questionnaire filled out by respondents followed by personal interviews and telephone calls. There were total 30 units of analysis - individual units located in mixed urban and remote areas in selected communities, 10 farmers' cooperatives in Central Pangasinan, 7 small private operators of water utility located in National Capital Region and 2 state universities and 1 no-for-profit training foundation in Eastern Pangasinan. The data collected were treated statistically using the F-Test, Kruskal-Wallis Test and Cronbachs Alpha Test to examine and to measure the performance level of efficiency and effectiveness of the three water pumping systems. Levine's Test for Equality of variance and Kruskal-Wallis Test suggest that there is no significant difference on performance levels between the solar pump with that of diesel-driven pump and electric-driven pump. Likewise, Cronbach's Alpha statistics test indicates greater than 80% reliability affirming the survey's internal consistency of answers which measure underlying factors of operational effectiveness. Additionally, accounting conventions on capital budgeting such as the pay back period (PBP), accounting rate of return (ARR) and discounted cash flow in two variations - net present value (NPV) and internal rate of return (IRR) were introduced to enhance the relative output of the quantitative part of the study. Finally, the study indicated that the solar-powered pump despite its constrained operating conditions such as the duration of sunlight, cloudy or rainy day - the atmospheric conditions which limits or impedes solar power output of the photovoltaic, produces slow but stable water flow and works well in low total dynamic head (TDH) which means that the solar pump dispenses more water in the shallow source. Moreover, it is the most suitable pumping system in remote or far-flung areas as stand-alone system where there is no conventional power grid nor will it exist in the future because of expensive cost of infrastructure. For the most part, the adaptability of solar powered pump technology in community development is an alternative solution for any water supply application due to its inherent characteristics of cost-free fuel, environmental friendly, renewable and abundant source of energy from the sun.
