Book excerpt: The General Accounting Office (GAO) examined the development and application of intelligent vehicle and highway systems (IVHS), more commonly known as smart highways, as a means of reducing traffic congestion. The following questions were addressed: What have the major studies concluded about the potential effects of IVHS, and to what extent are these findings empirically based? What additional information can be learned from IVHS field tests under way? What major obstacles could impede the realization of transportation benefits possible through IVHS technologies? In brief, GAO found that the empirical basis for judging the effects of IVHS is limited but nonetheless positive and promising.

Researchers can hardly do any progress in modeling, developing, and te- ing theories without suitable data, and what practitioners can do in real life is limited not only by technology but also by the availability of the required data. Quite frequently, the data and not the technologies are what determine how far we can go. Any discussion about traffic data leads in a natural way to a discussion on the variety of traffic data sources, formats, levels of aggregation, accuracies, and so on. Consequently, we moved to talk on the initiative that Kuwahara had undertaken in his traffic laboratory at the University of Tokyo, known as the International Traffic Data Base, and thus smoothly but inexorably we came to agree that it would be convenient to organize a workshop to continue our discussion at a more formal level, share our points of view with other colleagues, listen what they had to say and, if possible, d- seminate the findings in our professional and academic communities.

Book excerpt: A challenge for the Arizona Department of Transportation (ADOT) will be to use a variety of practical, relevant congestion mitigation options in appropriate, collaborative and innovative ways to address current and future congestion problems. To meet this challenge, ADOT has undertaken the development of a comprehensive Congestion Mitigation Methodology for the implementation of a consistent and sustained approach to assess and manage the growing congestion problem on all elements of the state highway system. This effort has resulted in the development of practical strategies to solve Arizona's mobility and congestion problems. A significant step in the development of the Congestion Mitigation Methodology was building a consensus among traffic management stakeholders on effective definitions for congestion and for congestion management. Input on the definitions and state of the practice in congestion mitigation came from a national survey of Metropolitan Planning Organizations and State Departments of Transportation and from a statewide conference on congestion mitigation. The research project has produced recommendations for systematically quantifying congestion on Arizona's highways using a state-specific congestion index, and has also produced a database of available congestion mitigation strategies in Microsoft Access.
