All rights not granted by the above license are retained by the author. Abstract: Since the growing aging population in Hong Kong and most of the elderly living under various public housing estates. Over the years, public housing program in Hong Kong have been expanding and now provides residence to a significant elder people in Hong Kong. For aged public housing estates which accommodate the majority of the elderly with inadequate facilities both in interior unit and in exterior to meet their daily needs while their physical capability deteriorating. Therefore, "Aging in place" become the better housing option for elder people to maintain the greater autonomy and be less dependent on other sources of assistance with adequate supportive services and facilities. Under this circumstance, elder people prefer to reside in the community or place which they have a strong sense of attachment and familiarize with. However, the redevelopment projects for the aged public housing estates pose a considerable threat to implement the "Aging in place" because this change the living environment for the elderly and relocation to other living places may not be able to accommodate the elderly needs for social connection. Therefore, we need to examine and assess the applicability of "Aging in place" under the redevelopment of public housing estates Through the literature review, "Aging in place" is defined to promote one's ability to live in their current residence safely, comfortably and independently without moving. Also, this study is to investigate the concept of "Aging in place" has been used in planning and design stages of a public housing estate. In this regard, Pak Tin estate was used as case study. The findings showed that there were two blocks built as Senior Housing with standardized facilities and design to meet the housing needs for the elderly. The rest of the general public housing blocks did carry out the concept of "Universal Design" in communal area to assist the elderly in daily living. In future planning, demand a holistic approach among the concerned bureaux and departments in planning. The concept of "Aging in place" has been achieved in Pak Tin estate is assessed through conducting in-depth interview with elder people and stakeholders in Pak Tin estate. The findings showed that Senior Housing blocks are not popular with elder people because the interior design approaches of the unit cannot meet the housing needs for the elderly. While the general public housing in interior design is relatively acceptable to the elder resident upon modification of the unit and introduce the concept of "Universal Design" in the unit. The District and Community facilities are sufficient to assist the elder people in daily living and sometimes required to access other districts for necessary services which not available in the District. The improvement measures should be drawn to enhance accessible fitness facilities, offer various health services in the estate and district. For the community support service and social connection, the service provider is the Non-profit making organization which funded by the government. These NGOs offered the supportive services are praised by the elder resident to "Aging in place" and stay in the community. Abstract: Announced few months before, a public housing estate in Hong Kong, Ming Wah Dai Ha, which is owned and managed by Hong Kong Housing Society which is planned, is to process redevelopment in the coming years (HKHS, 2011). The social voice nowadays are focusing on the land provided by the redevelopment project can be used as subsidized housing to fulfill the housing demand for better housing and home owning aspiration of the lower or middle income group. However, at the other side, development caused changes to the living of the residents there, and also the environment and social culture of that area. This discussion has drawn my attention that whether redevelopment of public housing estates in Hong Kong is a sustainable way of housing development or not. It is both important to meet the housing needs of the people and to preserve the environment. Land is scarce in the urban area of Hong Kong, we know that it need to put at top priority to fulfill the need of citizens who still on the waiting list or suffer for high housing costs. However, the role of housing management organizations and housing managers should have the responsibility on maintaining the quality of living environment. For the case of Ming Wah Dai Ha, many councilors from political parties request the government to redevelop to use the land for My Home Purchase Plan. The request reflects the subsidized public housing policy now cannot satisfy the need of citizen on their desire on home ownership or even harmonious living environment. The unfulfilled right could be the result of problems, such as affordability and long waiting time for subsidized housing. These housing problems show the deficiencies of the existing housing policies in Hong Kong. I think this is an interesting topic for us to review, evaluate and recommend, on the issues on balancing the need of subsidized housing by citizens and the impact of redevelopment on the society, for selecting the suitable way for sustainable housing development in Hong Kong. Abstract: Like most of the developed cities in the world, Hong Kong has to prepare for the challenges of ageing population after decades of sweet economic growth brought by the baby boom after World War II. According to the projection by the Census and Statistics Department carried out in 2011, the number of people aged 65 and above will rise significantly from 13% in 2011 to 30% in 2041. While almost 40% of the elderly are living in public housing; and numerous researches suggest "Ageing in place" is the unarguable preference of the elderly for them to live with dignity and autonomy in their familiar community, this study is therefore focusing on two questions: First, whether the prevailing housing provisions and policies could facilitate ageing in place for the elderly in the public rental housing estates. Second, what is the way forward for successful and sustainable ageing in place in public rental housing in the coming era of ageing. Three key elements for ageing in place are identified including adequate provision of affordable housing; suitable "environment" meeting the elderly's needs in physical and social aspects; and a living arrangement assisting formal care by professionals and informal cares by families. Empirical findings concluded that the accessibility of public rental housing for the elderly in the past decade was adequate. However, analysis on the trends of demand and supply for waiting list applicants revealed the potential shortage in future by reference to the lengthening waiting time despite the priority schemes for the elderly all along. The main reasons are the strong resistance to new estate development; and ageing of existing stock. A thorough research in the current housing policies revealed that the Hong Kong Housing Authority has implemented vigorous maintenance and improvements works; and numerous management policies in facilitating the aged people living in public rental housing estates. Their effectiveness was assessed through a case study on a representative old public rental housing estate viz. Kwai Shing West Estate comprising a questionnaire survey with a sample of 49 elderly respondents; field study on the estate facilities and services; and interviews with five knowledgeable stakeholders of government official, resident representative, elderly services providers and District Councillor sharing insights from different perspectives. Case study findings supported that the elderly were satisfied with their living conditions and community in public rental housing estate. However, they generally looked for better transport; more recreational facilities and open spaces; as well as social gathering opportunities to enhance their social lives. On the dark side, the social and community support services were inadequate as limited by the historical establishment and imbalanced allocation amongst estates. The current policies have also failed to identify and assist those "Hidden" elderly. Furthermore, the elderly were not much aware of the social services and housing policies fostering harmonious families. At last, the deteriorating trend of co-residence of the young and elder generations has been weakening the family support and increasing demand on social services of daily living assistance. Book excerpt: Sustainability Policy, Planning and Gentrification in Cities explores the growing convergences between urban sustainability policy, planning practices and gentrification in cities. Via a study of governmental policy and planning initiatives and informal, community-based forms of sustainability planning, the book examines the assemblages of actors and interests that are involved in the production of sustainability policy and planning and their connection with neighbourhood-level and wider processes of environmental gentrification. Drawing from international urban examples, policy and planning strategies that guide both the implementation of urban intensification and the planning of new sustainable communities are considered. Such strategies include the production of urban green spaces and other environmental amenities through public and private sector and civil society involvement. The resulting production of exclusionary spaces and displacement in cities is problematic and underlines the paradoxical associations between sustainability and gentrified urban development. Contemporary examples of sustainability policy and planning initiatives are identified as ways by which environmental practices increasingly factor into both official and informal rationales and enactments of social exclusion, eviction and displacement. The book further considers the capacity for progressive sustainability policy and planning practices, via community-based efforts, to dismantle exclusion and displacement and encourage social and environmental equity and justice in urban sustainability approaches. This is a timely book for researchers and students in urban studies, environmental studies and geography with a particular interest in the growing presence of environmental gentrification in cities.
