Book excerpt: Ce rapport, rédigé à la demande du Premier ministre et du ministre de la Défense, traite de la stratégie de l’Ecole polytechnique, et propose un plan de développement ambitieux. EX est un grand atout pour la France : depuis plus de deux siècles, la qualité de ses élèves, de son corps professoral, sa notoriété au plan national sont incontestables. Mais dans un monde de l’enseignement supérieur mondialisé, l’Ecole apparaît aujourd’hui bousculée : trop limitée en taille, trop peu visible à l’international, dotée de ressources financières restreintes... Ces handicaps ne doivent plus être occultés sauf à accepter un dépérissement. Pour lui redonner un véritable élan, l’adoption d’une stratégie de croissance vigoureuse est maintenant indispensable. Diversification de l’offre d’enseignement, amélioration du pilotage de la recherche, refondation du lien entre IX et l’Etat, renforcement des adhérences avec la Défense, amélioration de la diversité sociale, clarification de la politique internationale, plan de financement repensé l’ensemble des thématiques-clés de l’Ecole polytechnique fait l’objet d’une analyse stratégique, qui s’accompagne de recommandations précises. L’étude souligne également combien l’avenir de l’Ecole est désormais lié au plateau de Saclay. Il préconise de regrouper une dizaine de grandes écoles scientifiques, dont l’X, pour constituer une nouvelle «Ecole polytechnique de Paris», au sein de l’Université Paris-Saclay. Cette initiative permettrait de répondre à l’objectif de croissance de l’X, tout en gardant l’exigence de qualité. Dans un contexte mondialisé, où les enjeux scientifiques et techniques n’ont jamais été aussi forts, la mise en oeuvre de ce nouveau plan stratégique doit permettre à l’X de conserver sa singularité qui est aussi sa force : l’excellence au service de la nation.

Book excerpt: Electronic monitoring (EM) is a way of supervising offenders in the community whilst they are on bail, serving a community sentence or after release from prison. Various technologies can be used, including voice verification, GPS satellite tracking and – most commonly - the use of radio frequency to monitor house arrest. It originated in the USA in the 1980s and has spread to over 30 countries since then. This book explores the development of EM in a number of countries to give some indication of the diverse ways it has been utilized and of the complex politics which surrounds its use. A techno-utopian impulse underpins the origins of EM and has remained latent in its subsequent development elsewhere in the world, despite recognition that is it less capable of effecting penal transformations than its champions have hoped. This book devotes substantive chapters to the issues of privatisation, evaluation, offender perspectives and ethics. Whilst normatively more committed to the Swedish model, the book acknowledges that this may not represent the future of EM, whose untrammelled, commercially-driven development could have very alarming consequences for criminal justice. Both utopian and dystopian hopes have been invested in EM, but research on its impact is ambivalent and fragmented, and EM remains undertheorised, empirically and ethically. This book seeks to redress this by providing academics, policy audiences and practitioners with the intellectual resources to understand and address the challenges which EM poses.

Book excerpt: The 2005 rioting in France’s suburbs caught the world’s attention and exposed the limits of the Republic’s policies on the integration of ‘immigrant-origin’ populations. This book examines academic and public discourses about young people of North African origin in France. The resurgence of such discussions in France, focusing on sensational questions of urban unrest, Islamic fundamentalism and the challenges of increasingly assertive cultural identities, means that it is all the more necessary not to overlook the ‘ordinary’ majority of young French-North Africans. Their own preoccupations often go unnoticed in a context where issues such as violence in the banlieues and the threat of terrorism are pushed to the fore, sometimes with devastating consequences in terms of discrimination and exclusion. The book rebalances and nuances the debates about post-migrant North-African youth by drawing on extensive empirical research carried out in those suburbs of north-east Paris affected by the riots. It studies the construction of identity amongst this invisible majority and, by adopting an ethnographic approach, addresses the disjuncture between the sometimes inflammatory discourses about this population and their own experiences.
