Book excerpt: The effectiveness and efficiency of a country's public sector is vital to the success of development activities, including those the World Bank supports. Sound financial management, an efficient civil service and administrative policy, efficient and fair collection of taxes, and transparent operations that are relatively free of corruption all contribute to good delivery of public services. The Bank has devoted an increasing share of its lending and advisory support to the reform of central governments, so it is important to understand what is working, what needs improvement, and what is missing. IEG has examined lending and other kinds of Bank support in 1999-2006 for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. Although a majority of countries that borrowed to support public sector reform experienced improved performance in some dimensions, there were shortcomings in important areas and in overall coordination. - The frequency of improvement was higher among IBRD borrowers than among IDA borrowers. - Performance usually improved for public financial management, tax administration, and transparency, but did not usually with respect to civil service. - Direct measures to reduce corruption-- such as anticorruption laws and commissions-- rarely succeeded.

Problems with the administrative set-up include poor planning, waste, mismanagement, inefficiency and the absence of a work ethic. Malfunction was the norm not the exception in the bureaucratic structure of the country. Excessive discretionary powers, overlapping of jurisdictions and the absence of clear-cut demarcations of authority and administrative control had weakened government performance. The gap between policy-making and policy-execution was wide partially due to weaknesses in the bureaucracy and the generally low quality of state personnel. Independent observers agree that the overall performance of the GOP was poor or lacklustre at best. The crisis of governance in Pakistan mainly stems from a deficient federal set-up and over centralisation of power in the national government. The World Bank, among others, believes that Pakistan had suffered due to rampant corruption and weak government that had created serious economic imbalances.

Given that a military government had assumed power during this period, it was inevitable that many of the public policy issues addressed are key reforms discussed and instituted by this government. The first section is about land reform that one can refer to as "the mother of all reforms" in the country. This represents a recurring and connecting theme of the book. The second section is on devolution that was the first, most fundamental, and most talked about reform of the military government. Like land reform, but not at the same level, devolution can interface with all other reforms, particularly the key social sector reforms such as that pertaining to education. The author explains how this is the case while the third section is devoted entirely to education. One important way of making a success of rural basic education, the most lagging building block for education improvement in Pakistan, is to involve parents and communities. This participatory model has a broader application to rural development as explained in the context of activating social capital in section four. Activating and formalizing social capital is also central to the concept of sustainable development as explained in section five.
