She has established international linkages in collaborative research with Swinburne University of Technology, Federation University, and Monash University, Australia, the American University in Cairo, MUST University, Kenya, and Mendel University, Czech Republic. Omololu Fagbadebo is Research Fellow at the Durban University of Technology, South Africa. He previously taught Political Science at the Obafemi Awolowo University, Nigeria, and University of KwaZulu-Natal, South Africa. He was Press Secretary to the Speaker, Osun State House of Assembly, Nigeria, 1999-2003. He participated in the Study of the United States Institutes (SUSI) on American Politics and Political Thought Fellowship at the University of Massachusetts, Amherst, in 2010. His research focuses on comparative politics, legislative studies, public governance, development studies, public institutions, and African government and politics.

The public sector is the pulse of service delivery because the entire governance system revolves around the sourcing of materials and services, mostly from the private sector, in order to achieve its public policy intents. The procurement process, therefore, ordinarily ought to yield positive economic outcomes and an efficiency-driven system in favour of the government itself and its service recipients. However, this more often than not is not the case. Despite its enormous wealth, the African continent is in an economic quagmire, a dilemma that requires multi-facet research activities. This is the motivation for this book.

Efficient public procurement has a nexus with good governance. The questionnaire method was considered appropriate to collect and analyse data from the respondents. Different questionnaire and interviews were administered to every respondent. Collusion and corruption are distinct challenges within public procurement, yet they may regularly occur in tandem and have mutually added fuel to the fire impact. A good example of collusion and corruption is the alleged chain effect of the Fish rot scandal in Namibia. They are optimally perceived, therefore, as concomitant threats to the integrity of public procurement. Efficient public procurement is key to enhancing state portfolio in infrastructure, health, education and other public services, making it central to state efforts to enhance living-standards. Efficient public procurement has a nexus with good governance. However, state procurement in developing states is often plagued by high rates of corruption and waste. The public procurement process is governed by public procurement laws and regulations in all states and differs from one state to another. In South Africa, public procurement is enshrined in Section 217 and 33 of the constitution of the country. COMESA has developed a model strategy for public procurement reform to standardise procurement and tendering process which are done within the stock market.
