To meet this growing demand for public sector effectiveness, governments have formulated new laws, created or modified institutions, and implemented innovative management methodologies and instruments.Based on data gathered in 24 countries, this book analyzes the current situation, the progress made, and the challenges still facing the governments of the region in their efforts to achieve more effective public administrations.

Book What Works in Latin American Municipalities

Download or read book What Works in Latin American Municipalities written by Claudia N. Avellaneda and published by Edward Elgar Publishing. This book was released on 2023-02-28 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This incisive book presents a critical compilation of empirical studies assessing local government performance in Latin America. Analysing original administrative data from municipalities in the understudied countries of Brazil, Chile, Colombia, Ecuador, Mexico, and Peru, Claudia N. Avellaneda and contributors pose the titular question: what works in Latin American municipalities? Chapters operationalize municipal performance across six different dimensions and policy areas, including: fiscal inputs, effectiveness in grant acquisitions, education outcome quality, financial efficiency, participatory decision-making, and responsiveness to climate change. The six studies test different theoretical frameworks derived from political science, public policy, and public administration literature, focusing on the variety of individual, organizational, and contextual factors affecting municipal performance across the region. Examining a diverse range of factors, from mayoral characteristics and bureaucratic expertise to guerrilla presence and intergovernmental cooperation, the book highlights the complexity of identifying what works in Latin American municipalities and ultimately makes the case for how future research should be undertaken. Timely and original, the book will be an essential read for public administration, public management, and local government practitioners. Its original empirical research will also prove beneficial to students and scholars of government, public policy, political science, and public administration across Latin America and the rest of the world.

Book Development And The Politics Of Administrative Reform

Download or read book Development And The Politics Of Administrative Reform written by Linn A. Hammergren and published by Routledge. This book was released on 2019-03-04 with total page 181 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the problems of administrative reform in Third World countries by examining recent reform efforts in Peru, Colombia, and Venezuela. Dr. Hammergren discusses the politics of administrative change and the interaction of the political and technical dimensions of reform in the three countries. The failure of many reform programs, she suggests, can be traced to their conception primarily in technical terms; the neglect of the political dimension encourages a division between the interests dominating the technical, planning stages and the groups needed for implementation. In the case of Third World programs, this division is further aggravated by the impact of external actors on the power base and orientation of national reform planners. While international support helped establish reform programs in the three countries studied, it also dissuaded planners from building ties with other national groups and from broadening and intensifying their political bases. Dr. Hammergren explores the sources of program content in the case studies and the notion of reform success or failure and examines alternative strategies for designing reform programs. Her emphasis is on identifying political, programmatic, and organizational variables that can be manipulated to enhance program implementation and effectiveness.

Book The Politics of Patronage Appointments in Latin American Central Administrations

Download or read book The Politics of Patronage Appointments in Latin American Central Administrations written by Francisco Panizza and published by University of Pittsburgh Press. This book was released on 2022-10-18 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although merit system selection and management of public personnel is thought of as the standard for good governance, public employees frequently are appointed by political officials rather than being members of a career civil service. In fact, there has been an increase in the level of patronage appointments and politicization of public administration over the past several decades as political leaders attempt to impose their control over the public bureaucracy. Although widespread, patronage appointments in the public sector are particularly important in Latin America, where there is a tradition of extensive patronage. The Politics of Patronage Appointments in Latin American Central Administrations seeks to understand the motivations of patrons when they make appointments, the roles appointees play, the skills required to play these roles, and what accounts for different modalities of patronage. It moves beyond the conventional condemnation of patronage to examine the multiple uses of political appointments, which can be crucial for obtaining the services of highly qualified individuals who otherwise might not be willing to work in the public sector.

It examines Latin American metropolitan governance by focusing on the issue of public service provision and comparatively examining five of the largest and most complex urban agglomerations in the region: Buenos Aires, Bogota, Lima, Mexico City and Santiago. The volume identifies and discusses the most pressing challenges associated with metropolitan coordination and the coverage, quality and financial sustainability of service delivery. It also reveals a number of spatial inequalities associated with inadequate provision, which may perpetuate poverty and other inequalities. Metropolitan Governance in Latin America will be valuable reading for advanced students, researchers and policymakers tackling themes of urban planning, spatial inequality, public service provision and Latin American urban development.
