McKinney Homeless Assistance Act instructs states to ensure that homeless students have equal access to the same free and appropriate public education as nonhomeless students. It provides local educational authorities increased flexibility to use funds, specify the rights of homeless preschoolers, give parents of homeless children and youth a greater voice in their children's school placement, and require educational authorities to coordinate with housing authorities. Researchers surveyed all state coordinators of education of homeless children and youth and visited school districts that did and did not receive McKinney grants. Data on four areas of state and local activity are provided: ( 1 ) 'changes in education and services to homeless children and youth under the reauthorized Act; (2) services and activities of the state Office of the Coordinator of Education of Homeless Children and Youth; (3) the McKinney Act subgrant award process, and how local education agencies with McKinney subgrants supplement services available to homeless children and youth and remove barriers to their school enrollment and success; and (4) establishment of programs and policies for homeless students in local education agencies. Recommendations of state coordinators and policy implications are included.

But the invisible homeless cannot simply fly away to never-never land, or pull themselves up by their bootstraps, or make a wish upon a star. These homeless people are children, and they are not always in the inner cities, as Yvonne Vissing shows in this poignant study of families, housing, and poverty. As many as a third of our nation's homeless are found in rural and small-town America. They are all too commonly out of sight-and out of mind. Homelessness in small towns and rural areas is on the rise. Drawing on interviews with and case studies of three hundred children and their families, with supporting statistics from federal, state, and private agencies, Vissing illustrates the impact this social problem has upon education, health, and the economy. Families vividly describe the ways they have fallen through cracks in the social structure, from home ownership into homelessness. Looking toward the future, Vissing asks if homeless children are destined to become dysfunctional adults and provides a sixteen-year-old girl's moving testimony of the vagabond life her homeless family led. While the economy and the very nature of the family have changed over past decades, housing, education, and human service industries have failed to adapt. Every school district or local education agency (LEA) is required to implement the McKinney-Vento Act, including appointing a local homeless liaison who is responsible for ensuring that homeless children and youth are identified, enrolled immediately in school and linked to services. School administrators, teachers and support personnel encounter children and youth experiencing homelessness every day and play a critical role in ensuring that these children and youth are identified and served. School personnel are often the ones who develop trusting relationships with students and families and can be the eyes and ears to identify vulnerable students and ensure that they are linked to services and support. This booklet will guide school personnel in ways to support homeless families, children and youth. Included are a summary of requirements of the McKinney-Vento Act, the role of the local liaison, general strategies for school personnel and strategies for specific role groups to help homeless students enroll in school, attend regularly and succeed academically. The promising practices all come from states and districts that have placed a strong emphasis on enrolling homeless children and youth in school and helping them succeed. This study involved three states (Illinois, Oregon, and Texas) and six school districts (Baltimore County, Maryland; Buck's County, Pennsylvania; 'Chicago, Illinois; Fort Wayne, Indiana; Santa Cruz, California; and Victoria, Texas). Researchers interviewed state coordinators of homeless education by telephone and visited the six districts to gather information about their programs. This report discusses educating homeless children and youth (the challenges this study addresses and the McKinney-Vento Homeless Assistance Act); roles and responsibilities of state coordinators (e.g., raise awareness, disseminate information, and evaluate effectiveness); and promising practices from other state-level players, districts, and schools (e.g., awareness raising, immediate enrollment, transportation, and outreach). Four appendices present promising practices highlights, organizations and advocacy groups, recent publications, and questions and answers on the education of homeless children and youth.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.
