Book excerpt: The general objectives of this study are to identify and analyse the factors that contribute to child poverty, then quantify inequalities in child welfare for Côte d'Ivoire, Guinea-Bissau, Niger and Togo. Our methodology is based on the multidimensional poverty approach, with the results showing that the following factors explain child poverty in these countries: access to vitamin A; use of iodized salt; breastfeeding; vaccinations against polio, diphtheria, measles and yellow fever; and the prevalence of illnesses such as diarrhoea, bronchitis, fevers and other respiratory ailments. An absolute child poverty line is defined in order to determine the number of children living in poverty, with the results suggesting that 19.4 percent of children in Togo, 21.1 percent in Côte d'Ivoire, 29.0 percent in Guinea-Bissau and 49.7 percent of children in Niger live in poverty.

Book excerpt: The general objective of this study is, on one hand, to identify and analyse the factors that contribute to child poverty and, other hand, to identify the existence of child welfare inequality and then analyse their sources in four WAEMU countries like: Côte d'Ivoire, Guinea Bissau, Niger and Togo. Basing our methodology on multidimensional poverty approach, the results show that some factors explain the child poverty in these countries: the access to the vitamin A, the quality of iodized salt, the nursing, some vaccinations against poliomyelitis, diphtheria, the measles and the yellow fever on the one hand, and the illnesses like the diarrhoea, the cough, the fever and the respiratory difficulties on the other hand. After that an absolute child poverty line is defined, child poverty headcount has been calculated. The results indicate that child poverty headcount is 19.4% in Togo, 21.1 % in Côte d'Ivoire, 29.0% in Guinea-Bissau and 49.7% in Niger.

Impact evaluations are aimed at providing feedback to help improve the design of programs and policies. They also provide greater accountability and a tool for dynamic learning, allowing policymakers to improve ongoing programs and ultimately better allocate funds across programs. Such a causal analysis is essential for understanding the relative role of alternative interventions in reducing poverty. The papers in this section again adopt a variety of techniques. The rst two impact evaluation studies employ propensity score matching to establish, ex-post, a valid control group to assess the impact on child schooling outcomes among b- e ciaries of various interventions in Kenya and Ethiopia. The third chapter c- ries out an ex-ante evaluation of alternative cash transfer programs on child school attendance in Uruguay. The nal paper further carries out in-depth macro-modeling and micro-regression analysis to simulate the impacts of the food crisis and various policy responses, including food subsidies and cash transfers, on various dimensions of child poverty in Mali. Though using different approaches, the studies are gen- ally in agreement concerning the positive impact of the cash transfer program on child schooling and labor market outcomes. The studies from Kenya and Uruguay both nd that the schooling interventions are progressive.

In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

Recognizable in the eld for any sensitive observer who travels in remote rural areas and urban slums and meets marginalized people in a given society, poverty still remains a challenge to conceptual formalization and to measurement that is consistent with such formalization. The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.

In many African countries, these flows are larger than foreign direct investment and portfolio debt and equity flows. In some cases, they are similar in size to official aid from multilateral and bilateral donors. Remittance markets in Africa, however, remain less developed than other regions. The share of informal or unrecorded remittances is among the highest for Sub-Saharan African countries. Remittance costs tend to be significantly higher in Africa both for sending remittances from outside the region and for within-Africa (South-South) remittance corridors. At the same time, the remittance landscape in Africa is rapidly changing with the introduction of new remittance technologies, in particular mobile money transfers and branchless banking. This book presents findings of surveys of remittance service providers conducted in eight Sub-Saharan African countries and in three key destination countries. It looks at issues relating to costs, competition, innovation and regulation, and discusses policy options for leveraging remittances for development in Africa.
