Book excerpt: For General George S. Patton, Jr., the battle for Lorraine during the fall and winter of 1944 was a frustrating and grueling experience of static warfare. Plagued by supply shortages, critical interference from superiors, flooded rivers, fortified cities, and the highly-determined German army, Patton had little opportunity to wage a fast armored campaign. Rickard examines Patton's generalship during these bitter battles and suggests that Patton was unable to adapt to the new realities of the campaign, thereby failing to wage the most effective warfare possible. By the beginning of the Ardennes offensive, Patton had crippled his worthy opponent, but had suffered the highest casualties of any campaign that he conducted during the war. Until now, his better known exploits in Sicily and Normandy have overshadowed this campaign. Relying on a broad range of sources, this treatment of Patton's operational performance in Lorraine goes beyond the official history. It describes Patton's philosophy of war and explains why it essentially failed in Lorraine. Supplemented by full orders of battle, casualty and equipment losses, and excellent maps, Patton at Bay is a penetrating study of America's best fighting general.

Both the western Allies and the Soviets possessed the initiative and forces capable of mounting strategic offensives against the German enemy. Writing a study of operations on first the Western then Eastern Front, respected military analyst C. J. Dick offers rare insight into the strengths and weaknesses of generalship on both fronts, especially the judgments, choices, and compromises made by senior commanders. At the same time, he clarifies the constraints imposed upon leadership—and upon operations—by doctrinal shortcomings, by logistics, and, not least, by the nature of coalition war. From Victory to Stalemate focuses on the Western Front, specifically American, British, and Canadian operations in France and the Low Countries. Dick's lens throughout is operational art, which links individual tactical battles to broader strategic aims. Beginning with the D-Day landings in Normandy and the strengths and weaknesses of the armies, including their military doctrines, Dick goes on to analyze the offensives launched in the high summer of 1944. He considers the strategic factors and plans that provide the context for his main concern: the Allied commanders’ handling of army, army group, and theatre offensive operations. Dick's analysis shows us an Allied command limited by thinking that is firmly rooted in the experience of small wars and the World War I. The resulting incremental approach was further complicated by a divergence in the ideas and interests of the Allied forces. The man responsible for pulling it all together, Dwight D. Eisenhower, proved remarkably capable in his role as statesman; he was to be less effective as a military technician who could govern such difficult subordinates as Bradley and Montgomery. As a result, the Allied offensive faltered and became a war of attrition, in contrast to the Soviet effort on the Eastern Front.

This study, by presenting selected examples in their historical settings, is intended only to explain a few of the most obvious types of friendly fire incidents and some of the causative factors associated with them. By directing the attention of commanders and staff officers responsible for the development, training, and employment of combat forces to the hitherto little explored problem of friendly fire incidents, this study is intended to generate interest in and solutions for the problems outlined. The scope of this study is limited to incidents involving US forces in World War II and Vietnam, although some evidence is available from other conflicts in the twentieth century has also been considered. In sum, this study can claim to be no more than a narrative exposition of selected examples. Although its conclusions must be considered highly speculative and tentative in nature, this study can be of substantial value to an understanding of the problem of friendly fire in modern war. Prior to that war, although many military commanders and theorists had throughout history shown an aptitude for devising maxims concerning esprit de corps, fighting spirit, morale, and the like, military organizations had rarely sought either to understand or to promote combat motivation. For example, an officer who graduated from the Royal Military College (Sandhurst) at the end of the nineteenth century later commented that the art of leadership was utterly neglected (Charlton 1931, p. 48), while General Wavell recalled that during his course at the British Staff College at Camberley (1909-1 0) insufficient stress was laid "on the factor of morale, or how to induce it and maintain it'' (quoted in Connell1964, p. 63). The First World War forced commanders and staffs to take account of psychological factors and to anticipate wideJy varied responses to the combat environment because, unlike most previous wars, it was not fought by relatively small and homogeneous armies of regulars and trained reservists. The mobilization by the belligerents of about 65 million men (many of whom were enrolled under duress), the evidence of fairly widespread psychiatric breakdown, and the postwar disillusion (- xiii xiv PREFACE emplified in books like C. E. Montague's Disenchantment, published in 1922) all tended to dispel assumptions and to provoke questions about mo tivation and morale.
