Book excerpt: The Nunavut Land Claims Agreement that led to the creation of Nunavut is by far the largest of the land claims settlements in the modern land claims era. [...] Since 2002, the Government of Canada, the Government of Nunavut and NTI have been engaged in negotiations to renew the Implementation Contract signed in 1993 (at the same time as the Agreement) to cover the second implementation period, 2003 to 2013. [...] On the basis of my recommendations the parties have found 2. Prime Minister Chrétien put it this way: "Fifty years from now schoolchildren will be reading about this day in their text books...when we redrew the map of Canada and helped achieve the long-promised destiny of the people of the Eastern Arctic." 3. The Minister of State (Northern Development), the Premier of Nunavut and the President of N [...] The result is that, although most of the elected members of the Government of Nunavut are Inuit, the great majority of the higher level positions in the public service are held by non-Inuit; in fact, these latter constitute a large part of the 15% of residents of Nunavut who are not Inuit. [...] Given the demographics of the new territory Inuktitut ought, generally speaking, to be the language of the governmental workplace in Nunavut and the language of the delivery of government services.

Download or read book Arctic Promise written by Natalia Loukacheva and published by University of Toronto Press. This book was released on 2007-06-30 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Canada's Eastern Arctic and Greenland, the Inuit have been the majority for centuries. In recent years, they have been given a promise from Canadian and Danish governments that offers them more responsibility for their lands and thus control over their lives without fear of being outnumbered by outsiders. The Arctic Promise looks at how much the Inuit vision of self-governance relates to the existing public governance systems of Greenland and Nunavut, and how much autonomy there can be for territories that remain subordinate units of larger states. By means of a bottom-up approach involving cultural immersion, contextual, jurisprudential, and historical legal comparisons of Greenland and Nunavut, The Arctic Promise examines the forms, evolution, and scope of the right to autonomy in these Arctic jurisdictions. Loukacheva argues that the right to autonomy should encompass or protect Inuit jurisdiction in legal systems and the administration of justice, and should allow the Inuit direct participation in international affairs where issues that affect their homelands are concerned. The Arctic Promise deals with areas of comparative constitutional law, international law, Aboriginal law, legal anthropology, political science, and international relations, using each to contribute to the understanding of the right to indigenous autonomy.

Book Breaking the Ice

Download or read book Breaking the Ice written by Barry Scott Zellen and published by Lexington Books. This book was released on 2008 with total page 454 pages. Available in PDF, EPUB and Kindle. Book excerpt: Breaking the Ice is a comparative study of the movement for native land claims and indigenous rights in Alaska and the Western Arctic, and the resulting transformation in domestic politics as the indigenous peoples of the North gained an increasingly prominent role in the governance of their homeland. This work is based on field research conducted by the author during his nine-year residency in the Western Arctic. Zellen discusses the major conflicts facing Alaskan Natives, from the struggle to regain control over their land claims to the Native alienation from the corporate structure and culture and the resulting resurgence in tribalism. He shows that while the forces of modernism and traditionalism continued to clash, these conflicts were mediated by the structures of co-management, corporate development, and self-government created by the region's comprehensive land claims settlements. Breaking the Ice gives testimony to the achievements of Alaskan Natives through peaceful negotiation, and argues that the age of land claims has transmuted this same tribal force into something else altogether in the North: a peaceful force to spawn the emergence of new structures of Aboriginal self-governance.

Book Indigenous Empowerment through Co management

Download or read book Indigenous Empowerment through Co management written by Graham White and published by UBC Press. This book was released on 2020-02-01 with total page 401 pages. Available in PDF, EPUB and Kindle. Book excerpt: Co-management boards, established under comprehensive land claims agreements with Indigenous peoples, have become key players in land-use planning, wildlife management, and environmental regulation across Canada’s North. This book provides a detailed account of the operation and effectiveness of these new forms of federalism in order to address a central question: Have co-management boards been successful in ensuring substantial Indigenous involvement in policies affecting the land and wildlife in their traditional territories? Graham White tackles this question, drawing on decades of research and writing about the politics of Northern Canada. He begins with an overview of the boards, examining their legal foundations, structure and membership, decision-making processes, and independence from government. He then presents case studies of several important boards. While White identifies constraints on the role Northern Indigenous peoples play in board processes, he finds that overall they exercise extensive decision-making influence. These findings are provocative and offer valuable insights into our understanding of the importance of land claims boards and the role they play in the evolution of treaty federalism in Canada.

Book Indigenous Encounters with Neoliberalism

Download or read book Indigenous Encounters with Neoliberalism written by Isabel Altamirano-Jiménez and published by UBC Press. This book was released on 2013-05-21 with total page 285 pages. Available in PDF, EPUB and Kindle. Book excerpt: The recognition of Indigenous rights and the management of land and resources have always been fraught with complex power relations and conflicting expressions of identity. In Indigenous Encounters with Neoliberalism, Isabel Altamirano-Jiménez explores how this issue is playing out in two countries very differently marked by neoliberalism’s local expressions – Canada and Mexico. Weaving together four distinct case studies, two from each country, Altamirano-Jiménez presents insights from Indigenous feminism, critical geography, political economy, and postcolonial studies. These specific examples highlight Indigenous people’s responses to neoliberalism, reflecting the tensions that result from how Indigenous identity, gender, and the environment have been connected. Indigenous women’s perspectives are particularly illuminating as they articulate diverse aspirations and concerns within a wider political framework. What emerges is a theoretical and empirical discussion of how indigeneity as an act of articulation is embedded in tensions between local needs and global wants. This study attempts to uncover the complexities of materializing neoliberalism and the fluidity of indigeneity.

Download or read book Breaking Through written by Wilfrid Greaves and published by University of Toronto Press. This book was released on 2021-02-01 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: Globalization, climate change, and increased geopolitical competition are having a profound impact on the Arctic, affecting how we understand both sovereignty and security within the region. In Breaking Through, a diverse group of emerging and established scholars examine Arctic sovereignty and security, rarely examined together, and present a theoretically robust study of Arctic sovereignty and security in both historical and contemporary contexts. Throughout the volume, readers will discover fresh perspectives on under-studied dimensions of Arctic sovereignty, including: environmental changes, foreign and security policies, and how Indigenous peoples interact to produce different meanings of sovereignty and security in the Arctic. Drawing on extensive primary and secondary research, Breaking Through offers important and timely conclusions for policymakers, advocates, scholars, and students.
