Book excerpt: Network-centric operations (NCO) concepts and capabilities are central to Department of Defense (DOD) transformation efforts and are predicted by advocates to have wide-ranging impacts on the conduct of warfare and military forces. NCO concepts cover the entire military response to the Information Age, including ways of thinking, human and organizational behavior, and the networks the military uses across the tactical, operational, and strategic levels of warfare. In a broad sense, NCO is about harnessing networks and networked forces to create military advantages and capabilities. This paper first highlights the centrality of NCO to DoD transformation efforts by using examples from Joint Visions 2010 and 2020, the Office of the Secretary of Defense's Office of Force Transformation (OFT), and Service transformation documents to demonstrate the importance of NCO to DoD. Next, it examines NCO concepts to identify core characteristics and underlying capabilities levied on the supporting network. These sources of NCO thought come primarily from DoD authors; however, many other countries and alliances, including the United Kingdom, Canada, Australia, New Zealand, and NATO, are also interested in NCO-like concepts. The paper then analyzes several capabilities required of networks to determine some of the attendant requirements and challenges. This analysis includes potential impacts should networks fail to achieve the required performance or collapse under attack. These challenges are illustrated using examples from the author's experience on the CENTCOM/J6 staff during Operations Enduring Freedom and Iraqi Freedom (OEF and OIF). Finally, the analysis provides some recommendations to mitigate associated vulnerabilities introduced by relying upon networks and the promises of NCO.

The authors conclude by providing recommendations for mitigating some of the identified capability gaps and vulnerabilities.

The system of strategic deterrence in place since the beginning of the Cold War visibly collapsed. Now we are trying to fashion a new strategic deterrence that relies not so much on retaliation as on prevention, either stopping the terrorists outright, deterring the sponsors, or convincing them that terror cannot succeed. To help us deal with the pressing problems of the post-September 11th world, we have three ongoing technological revolutions in sensors, information technology, and weapons. These technologies can enable us to think differently about how we organize and fight. Indeed, this is what network-centric operations are about. Their true impact derives from how they are applied. Narrowly applied, they would produce more efficient attrition, yet they clearly can do much more. The concept of effects-based operations is the key to this broader role. It enables us to apply the power of the network-centric operations to the human dimension of war and to military operations across the spectrum of conflict from peace, to crisis, to war, which a new strategic deterrence demands. The broad utility of effects-based operations grows from the fact that they are focused on actions and their links to behavior, on stimulus and response, rather than on targets and damage infliction. They are applicable not only to traditional warfare, but also to military operations short of combat. Effects-based operations are coordinated sets of actions directed at shaping the behavior of friends, foes, and neutrals in peace, crisis, and war. In brief, network-centric operations are indeed a means to an end, and effects-based operations are that end.

Book excerpt: Since its emergence in 1998, the concept of Network Centric Warfare (NCW) has become a central driver behind America’s military ‘transformation’ and seems to offer the possibility of true integration between multinational military formations. Even though NCW, or variations on its themes, has been adopted by most armed services, it is a concept in operational and doctrinal development. It is shaping not only how militaries operate, but, just as importantly, what they are operating with, and potentially altering the strategic landscape. This paper examines how the current military dominance of the US over every other state means that only it has the capacity to sustain military activity on a global scale and that other states participating in US-led coalitions must be prepared to work in an ‘interoperable’ fashion. It explores the application of computer networks to military operations in conjunction with the need to secure a network’s information and to assure that it accurately represents situational reality. Drawing on an examination of how networks affected naval operations in the Persian Gulf during 2002 and 2003 as conducted by America’s Australian and Canadian coalition partners, the paper warns that in seeking allies with the requisite technological capabilities, but also those that it can trust with its information resources, the US may be heading towards a very secure digital trap.

The advent of network-centric systems has served only to accelerate the already prevalent move toward systems of systems. At the same time, network-centric systems and systems of systems are proving difficult to acquire, develop, test, and operate. Many of them are abandoned before they can be fielded, and fielded systems often fail to satisfy their objectives -- demonstrating cost and schedule overruns in their development and sometimes catastrophic failures in operation. The increasing disparity between the normative (but nonfactual) assumptions that underlie current practices and tools used in the acquisition, development, evolution, and operation of systems and the realities of actual systems of systems contributes to those problems. Effective practices and tools for the acquisition, development, and operation of systems of systems have not yet been developed. Suggesting a context in which those practices and tools can be developed, this technical note proposes necessary conditions -- statements of what the desired future state should be -- in six areas that influence the effectiveness of network-centric systems and systems of systems: (1) social and cultural environment, (2) legal and regulatory framework, (3) management practices, (4) governance procedures, (5) engineering practices, and (6) technology base."
