Book excerpt: With the upsurge of nationalist sentiment in post-communist societies, the problem of political rights for ethnic minorities became a dangerous flashpoint. The introduction of electoral competition, the rewriting of constitutions, the breakup of federations, the weakness of civic institutions, and the social and economic dislocations associated with marketization have all contributed to the salience of majority-minority relations. This collection systematically analyzes different models of minority politics in Eastern Europe, in an effort to understand why tensions are manageable in some contexts, uncontainable in others. Anchoring the volume are essays by Carlos Flores Juberias on electoral systems, and Janusz Bugajski on national minority parties. Six case studies examine the interaction of different types of institutional arrangements (which structure political participation) and different demographic conditions (ethnic balances and territorial concentrations) in Albania, Bulgaria, Croatia, Estonia, Latvia, and Romania. Framing these studies are overviews by the editors and by Jack Snyder.

The main finding is that electoral institutions have systematic effects on the formation of representative structures. 'Party-enabling' aspects of electoral laws such as list proportional representation tend to foster popular inclusion in politics and institutionalized party systems, whereas 'politician-enabling' rules such as single-member districts and ballots that allow voters to select individuals often favour the development of weakly structured systems and high levels of popular exclusion from the representative process.

Book excerpt: The dissolution of the communist system led to the creation of new states and the formation of new concepts of citizenship in the post-Soviet states of Central and Eastern Europe. The formation of national identity also occurred in the context of the process of increasing economic and political globalisation, particularly the widening of the European Union to include the central European post-socialist and Baltic States. Internationally, Russia sought to establish a new identity either as a European or as a Eurasian society and had to accommodate the interests of a wider Russian Diaspora in the ‘near abroad’. This book addresses how domestic elites (regional, political and economic) influenced the formation of national identities and the ways in which citizenship has been defined. A second component considers the external dimensions: the ways in which foreign elites influenced either directly or indirectly the concept of identity and the interaction with internal elites. The essays consider the role of the European Union in attempting to form a European identity. Moreover, the growing internationalisation of economies (privatisation, monetary harmonisation, dependence on trade) also had effects on the kind of ‘national identity’ sought by the new nation states as well as the defining by them of ‘the other’.
