Book excerpt: Economic analysis (EA) is a key part of the resource allocation process for Military Construction (MILCON) and Commercially Financed Facilities (CFF) projects. Results of an EA provide valuable input in deciding which projects to fund for the most cost-effective use of tax dollars. This report provides Army installations with guidance for performing accurate EAs and reporting results properly. This information clarifies the Army policy on EA set by Army Regulation (AR) 11-28 and Office of Management and Budget (OMB) Circular A-104. This report supersedes Technical Report P-151, Economic Analysis: Description and Methods (U.S. Army Construction Engineering Research Laboratory, 1983). The current report updates the previous information and addresses the role of ECONOPACK in performing EAs. ECONPACK is a computer program that automates much of the EA process. It is available on the Programming, Administration, and Execution (PAX) system and in a personal computer version. (sdw).

The manual explains the major tasks of an economic analysis, including identifying the problem, selecting realistic alternatives for solving it, formulating appropriate assumptions, determining the costs and benefits of the alternatives, comparing the alternatives, testing the sensitivity of major uncertainties, and ranking the alternatives. Appendixes are included that contain data, indexes, and worksheets to aid in performing the economic analyses. For reference, Volume 2 contains sample economic analyses that illustrate how each form is filled out and that include a complete example of the documentation required. 6 figs., 12 tabs.

Book excerpt: This study investigated the differences between military construction (MILCON) and Privatization/commercial projects. Specifically, this study examined four areas of possible incongruity which impact cost: administrative requirements; construction standards; contract clauses; and the Davis-Bacon Act. Interviews were conducted with representatives from government and industry. Data gathered indicate the all four areas do cause costs to be higher on MILCON projects than projects accomplished in the commercial sector. The most significant findings resulted in the Davis-Bacon area. The Davis-Bacon Act requires that prevailing wages, as determined by the Department of Labor, be paid on all federal construction contractions over $2500. Data gathered in the Dayton, Ohio area indicated that prevailing wages exceeded commercial sector wages by 37 to 149 percent. The excessive wages cause federal government and military facilities to be substantially higher in cost compared to the commercial sector. Book excerpt: This research memorandum documents a study of several related issues in the Navy's military construction and base operating support programs. Construction-related topics include: (1) changes in the stock of capital facilities over time; (2) the role of, and need for, replacement/modernization construction; (3) economic evaluation of proposed capital investments; and (4) training in economic analysis for Navy facility planners and engineers. As for base operating support, the feasibility of full-scale development of quantitative measures of performance as a basis for improving the allocation of resources to these activities was examined; results indicated that such development was not feasible. The alternative of macro-level statistical modeling appears to offer considerably greater promise.
