Book excerpt: In all of the major challenges facing the world currently, whether it be climate change, terrorism and conflict, or urbanization and demographic change, no progress is possible without the alleviation of poverty. New approaches in development economics have in recent years started from the premise that we cannot successfully deal with poverty unless we also deal with vulnerability—but not only vulnerability to income poverty but also vulnerability to various others hazards—such as climate, conflict, macroeconomic shocks and natural disasters. This book provide insights into new approaches in conceptualising and measuring vulnerability. It includes chapters dealing with advanced issues such as the compilation of economic vulnerability indices (EVIs) on a macro-level, of conceptualizing and measuring local vulnerability across regions in a country, and of measuring the flip-side of vulnerability, namely resilience. The book also explores the sensitivities of the various measurements of vulnerability to vulnerability lines, poverty lines, and permanent income, with consideration to some of the most vulnerable groups in developing countries. Overall, the contributions in the book consolidate new approaches as far as the concept and measurement of vulnerability on different levels and outcomes are concerned, and note directions for future research. This book was published as a special issue of Oxford Development Studies.

Recently, the research effort has been extended to cover those judged to be not poor at present but vulnerable to poverty in the future. We concentrate on two aspects: inadequate education and child labor, which are closely associated with chronic poverty. We develop and apply new methods for the measurement and empirical analysis of vulnerability to future premature school leaving and/or onset of child labor. Guatemalan survey data are used for the illustrative application.

This paper presents a Commonwealth vulnerability index that is designed to quantify vulnerability, and hence provide a means to identify vulnerable states. This index can be used as an operational tool in determining whether small states should be accorded differential treatment by the international community. It is intended as an additional criterion to augment other factors, such as per capita income, which are taken into account in reaching decisions on the treatment of certain developing countries by international organisations.

Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

Less attention is paid to the economic vulnerability of different regions within countries. By focusing on the vulnerability of subnational regions, our paper contributes to the small literature on the "vulnerability of place". We see the vulnerability of place as being due to vulnerability in various domains, such as economic vulnerability, vulnerability of environment, and governance, demographic and health fragilities. We use a subnational dataset on 354 magisterial districts from South Africa, recognize the potential relevance of measuring vulnerability on a subnational level, and construct a local vulnerability index (LVI) for the various districts. We condition this index on district per capita income and term this a vulnerability intervention index (VII) interpreting this as an indicator of where higher income per capita, often seen in the literature as a measure of resilience, will in itself be unlikely to reduce vulnerability. -- vulnerability ; regional development ; decentralization ; South Africa
