Book excerpt: The Marine Corps Combat Readiness Evaluation System (MCCRES) uses simulated combat to evaluate the readiness of Fleet Marine Force (FMF) units, including Reserve units. The system is based on mission performance standards which cover virtually everything the units could be expected to be able to do and the evaluations determine whether or not these standards can be met. On the average, a unit such as an infantry battalion or an aviation squadron is evaluated once every two years and reports are submitted through chains of command to Headquarters, U.S. Marine Corps (HQMC). This report describes the data base containing more than 900 evaluations which have been conducted--using simulated combat--by the MCCRES, since it became operational in 1978. The text and nine appendixes treat the data base, and some applications, in considerable detail. No readiness findings for Fleet Marine Force units are included in this report.

To provide this information, units are subjected to simulated combat problems. Their performance is observed, evaluated, and reported by evaluators from within the Marine Corps. These evaluators are key to the collection of valid evaluation data. If the evaluator is not effective, then the MCCRES, as an evaluation system, is ultimately ineffective in determining a unit's 'combat readiness'. The purpose of this thesis is to analyze the selection and use of evaluators in the MCCRES. The current structure and process used for management control in the selection and subsequent education of MCCRES evaluators was investigated. The MCCRES evaluators were interviewed and their recommendations for improving evaluator effectiveness were compared with the existing MCCRES models. The comparison resulted in a set of recommendations to modify the current models. (Author).

Book excerpt: The Marine Corps combat Readiness Evaluation System (MCCRES) has been operational since July 1978 and, since that time, the Readiness Research group has performed research on MCCRES concepts, procedures, and data. Since the third quarter of Fiscal 1981, this research has been supported by an IBM Series/1 installed at The George Washington University. This support has allowed the development of MCCRES Software Applications (MCCRESSA) programs in a COBOL environment similar to that existing within Headquarters USMC (HQMC). Thus, the programs developed to support the MCCRES research conducted at The George Washington University are also suitable for operation at HQMC and, in some instances with modification, at Marine Units in the field. In fact, such MCCRESSA programs are presently operating at HQMC and in the field. This paper describes a set of five programs which are loaded by MCCRESSA functional programs to perform common operations. The support programs documented are Program Control (PGMCTL), Set Program Parameters (SETPRM), Get MCCRES Master File Header Information (MFINFO), Get MCCRES Requirement Counts File Header Information (CRINFO), and Find Data Set (FINDDS).

Though these evaluators are considered experts in their fields, they may inject bias into their evaluations causing an inaccurate combat readiness rating for the unit observed. Analysis of the MCCRES reveals three main areas where evaluator bias may appear; senior evaluator influence, other evaluator bias and interpretation of the mission performance standards used to conduct the evaluation. To alleviate these problems, three actions are explored; evaluator training, evaluator testing and quantification of the mission performance standards.

The results of the study are an eight-step feedback model which is based on accepted theory in the fields of management control and evaluation theory. The incorporation of this model as the Standard MCCRES Feedback Procedure will enhance the value of the results to the evaluated unit and will improve the understanding of the resource allocation needs at all levels.
