Book excerpt: The radical changes taking place in the international scene during the late 1980s have presented the European Communities with important new challenges. The twelve Member States agreed that the only way to respond effectively to this new situation was to speed up the European integration process, and in December 1990 two Intergovernmental Conferences were inaugurated, focusing respectively on the development of an Economic and Monetary Union and a Political Union. It was the difficult task of the Luxembourg and Dutch Presidencies to channel the often very diverging positions of the different actors in the process into one coherent set of amendments to the Treaties forming the European Communities. This publication examines the positions which the different Member States, the Commission and the European Parliament have been defending in the Intergovernmental Conference on Political Union and more particularly with regard to one of the most sensitive topics under discussion, namely the development of a Common Foreign and Security Policy (CFSP). The introduction places the debate on the development of a Political Union and a CFSP in an historical perspective and gives an overview of the progression of the negotiations. The concluding chapter presents a general framework for better understanding of the course and results of the negotiations, and a critical evaluation of the outcome. The annexes reproduce the main proposals on the development of a CFSP submitted to the Conference.

History is the best tool that society possesses for identifying and analyzing the factors that contribute to economic growth; yet economic statistics that lend themselves to comparison are hard to come by. Even academics who specialize in individual countries almost never present a set of statistics covering the whole 20th century - and for the previous centuries, the data is even more chaotic. Here, for the first time, the economic statistics of the world are presented in a rationalized format that allows for an easy comparison across countries and through time. Part One analyzes the most relevant ideas and theories that have been considered as causal variables of economic growth. It summarizes these ideas pedagogically and tests them against the historical data. The results of such analyses are highly troubling because they reveal an absence of correlation between theory and reality. Part Two presents a collection of statistics illustrating the development of the world economy during the last centuries. The data was extracted from economic, history and economic history books, from the publications of the World Bank, the Organization for Economic Cooperation and Development, the International Monetary Fund, the World Trade Organization, the United Nations' specialized agencies, research institutes and country statistical publications, and other books and journals. Analyzing the data over geography and time, Sabillon concludes that contrary to contemporary wisdom, left to market forces alone the economy will not and does not flourish. The factors that cause growth, he says, still need to bestudied with a fresh eye. This orderly and consistent presentation of statistics may be just the tool that helps future economic theorists to identify a reliable path to sustained growth. This analysis of the long-term historical development of the nations of the world is the culmination of a fourteen-year research project funded in part by the Swiss National Fund for Scientific Research, the Graduate Institute of International Studies in Geneva, Switzerland, and by the Geneva Business Institute. * Carlos Sabillon has an advanced degree from the Institute of International Studies (Geneva, Switzerland) in Economic History. Book excerpt: This volume examines the sociocultural factors that influence language choices and uses in the multilingual country of Luxembourg. Patterns of language use within and across communities are viewed in terms of interrelationships among language policy intent, implementation, and experience. The study considers the ways in which the language and social experiences within low socioeconomic communities differ from school expectations and how these differences affect achievement of both individual and government goals. A history of past language policies and practices sets the background for recent policy formation and current language uses and values. An investigation of the roles of reading, writing and speaking within school settings illustrates policy implementation and individual usage. The ways in which policy is experienced is described in terms of the number and extent of language functions within communities. The nature of language experience is reflected in ethnographic descriptions of the roles language and literacy abilities play in social life. These descriptions are presented in terms of patterns of language use across socioeconomic groups and through composite case studies of three families representing upper, middle and lower class backgrounds. Community and school language behaviors are then compared across socioeconomic groups through an analysis of the degree of congruence between reading, writing, and speaking functions outside of the school and the in-school norms and methods of language instruction. The study further explores the practical and theoretical implications of the relationships among policy intent, implementation, and experience in the context of socioeconomic transitions in modern multilingual nations.

The IMF publishes calculated effective exchange rates data only for countries that have given their approval. The country, euro area, and world tables provide measures of effective exchange rates, compiled by the IMF’s Research Department, Statistics Department, and area departments. The real effective exchange rate index in line rec is derived from the nominal effective exchange rate index, adjusted for relative changes in consumer prices. Consumer price indices, often available monthly, are used as a measure of domestic costs and prices for these countries.
