Book excerpt: Disadvantaged by where you live? distils lessons from work on neighbourhoods carried out within the Cities Research Centre of the University of the West of England over the past seven years. It offers a major contribution to academic debates on the neighbourhood both as a sphere of governance and as a point of public service delivery under New Labour since 1997. The book explores how 'the neighbourhood' has been used in policy in the UK; what the 'appropriate contribution' of neighbourhood governance is and how this relates to concepts of multi-level governance; the tensions that are visible at the neighbourhood level and what this tells us about wider governance issues. The book explores and reflects on the notion of neighbourhood governance from a variety of perspectives that reflect the unique depth and breadth of the Centre's research programme. Neighbourhood governance is examined in relation to: multi-level governance and city-regions; local government; mainstreaming; cross-national differences in neighbourhood policy; community and civil society; diversity; different conceptions of democracy; and, evaluation and learning. In doing so, the book identifies useful conceptual tools for analysing the present and future contribution of policy to neighbourhoods.

Evidence of this is the rising number of publications on the topic, as well as a growing number of sessions and papers on the topic in academic conferences of the EGPA and IRSPM. However, much of the discussion on its role is motivated at least as much by ideology as by fact. We still lack a proper empirical understanding of what happens when the third sector is drawn into public service provision. In this thematic presentation of Co-Production: The Third Sector and the Delivery of Public Services, we will try to enhance this understanding by presenting several new studies on the subject. We also introduce the concepts of co-production, co-management and co-governance as a conceptual framework that enables us to better understand such developments.

However, there has been relatively little discussion about the nature of 'community power' within regeneration partnerships. Adopting an ethnographic approach in the study of community participation and power and the significance of 'race' in three ethnically diverse neighbourhoods in London, this book highlights that there has been a 'pluralistic turn' in British urban regeneration policy. Local communities, often portrayed as the least powerful partner within partnerships, are shown to use various strategies to influence decision-making, thus giving rise to a new typology of pluralism - 'pragmatic'; 'hyper-' and 'paternalistic'. Furthermore, the significance of 'race' (and racism) within community forums and regeneration partnerships is challenged. The playful use of the term (In) Significance in the title is linked to the argument that, although racism exists, 'race' does not always matter.
