It is concerned in particular to identify those factors which determine the balance between central regulation and untrammelled company activity, in order to evaluate the choices which the government has to make in the creation of its policies. Given the extent of foreign investment in the mineral extractive industries of many of the less-developed countries, such policies are of major importance. From his study of the operation of Indonesian oil contracts, Dr Khong concludes that the formal terms of an agreement may well give a misleading impression of the actual allocation of the benefits from petroleum extraction. The common perception that a basic shift in favour of host governments has occurred is shown to be largely misplaced, whatever relative advances they may have achieved.

Since then the continuing increases in the price of oil traded in the international market and the higher prices of imports of manu factured goods have seriously disrupted the foreign exchange balances of many developing countries and forced them to replan their development programmes. The impact of high oil prices is felt in every country, whether developed or developing, and has brought to world attention the fact that not only are petroleum resources in limited supply and exhaustible but also that substitutes cannot be found easily or quickly. In a world faced with the certainty of declining supplies of petroleum there is widespread interest and concern among all the oil producing countries to evaluate the extent of their petroleum resources and to examine more closely the problems of their development, rates of depletion and methods of conservation. The present work reviews some of the above issues and problems in relation to Indonesia, an OPEC member, and the major oil producing country in South-East Asia. More specifically, it seeks to provide the reader with an overview of the petroleum resources of the country their nature, extent, distribution as well as the problems of their development.

Book excerpt: This study attempts to provide a broad, first cut review of the most pressing issues facing the sector, and to recommend ways to ameliorate or eliminate the problems. The main problems are: 1) petroleum product prices are heavily subsidized at the aggregate level and distorted at relative levels, and thus need to be rationalized within an economic framework; 2) the functions and role of the state oil and gas company (Pertamina) are problematic, and therefore Pertamina must be fundamentally restructured to eliminate the conflicts of interest and inefficiencies; 3) some of the provisions of the production sharing contracts are relatively regressive and need to be re-evaluated with a view to maximize the contribution of the sector to the economy, and to increase upstream investment by the private sector; 4) existing laws and regulations are inadequate and must be replaced; 5) petroleum products are of poor quality and must be improved, particularly by phasing out the lead from gasoline; and 6) energy sector institutions are weak and must be strengthened. Although the issues are complex and sweeping changes are needed, given the current political climate, this is an opportune time for Indonesia to begin the process. As a first step, preparing an official and comprehensive declaration of government policy for the hydrocarbon sector is critically important--needed are the vision for the sector, policy objectives, and policy actions required to solve the sector's problems.
