Book excerpt: Enduring low agricultural productivity is one of the major causes of rural poverty in South Asia. Based on a review of recent empirical studies, this paper focuses on three key questions: (1) why is agricultural productivity low in the region?; (2) what are the key constraints and opportunities for enhancing agricultural productivity; and (3) what are the effective mechanisms to improve access to key productivity enhancing technologies, factors and services. Two major points raised in the paper are: (a) improved management of land and water is important for increasing productivity, but equally important is farmer access to non land and water-related inputs and services, which through their complementary relationships with water, increase the productivity and value of water. Even if most of the constraints related to land and water are removed through improved management, the resulting gains in productivity may not be sufficient-in the presence of constraints related to other factors and services-to have any significant impacts on poverty. Therefore, in order to generate any major increases in productivity, improved access for farmers to non land and water-related factors and services is also important; (b) access to these factors and services can be improved by providing them in an integrated manner with public-private sector partnerships. Based on examples of various models, initiatives and practices from Pakistan, India, Sri Lanka, China, Sub-Saharan Africa and other countries, the study suggests a framework for integrated services provision in the agriculture sector, and raises key research issues and questions to be explored.

Understanding the impact of interventions requires understanding of the context in which the intervention takes place and the channels through which it is expected to occur. For infrastructure interventions it is particularly important to identify the links between the input and the outcomes and impacts because the well-being of people, the ultimate impact, does not change directly as a consequence of the intervention. Therefore impact evaluation of infrastructure programmes typically requires mixing both quantitative and qualitative approaches as illustrated in many of the contribution to this edited volume. Book excerpt: During the period of Nepal's ninth five-year plan (19972002), agricultural growth in the predominantly rural society was disappointing. The recent peace process, however, gives the country new opportunities to develop its economy with less interference due to internal conflict. This research monograph investigates how Nepal might seize these opportunities by increasing agricultural growth and poverty reduction through improvements in roads, irrigation, and rural extension. The authors evaluate the impact of public investments in these areas by using two types of data and methodology: a hedonic approach that relates access to public infrastructure and services to land value and a panel of household-level data on consumption, poverty, and income. The hedonic methodology suggests a positive relationship between investments in irrigation and extension and household welfare, although the panel data approach suggests otherwise. This result reinforces the importance of methodology in evaluating rural investments. Rural roads yielded more clear-cut findings, however: both approaches agree that investment there has a positive relationship with household welfare, as measured in land values, consumption growth, poverty reduction, or agricultural income growth. The authors recommend increased public investments in rural roads, irrigation, and extension, as well as further research into precisely how infrastructure and services affect rural households' welfare and how their effectiveness can be improved. This monograph will be useful to policymakers, researchers, and others concerned with Nepal's future development.
